NOTICE TO BIDDERS
REQUEST FOR QUALIFICATIONS & PROPOSALS
FOR A QUALIFIED DEVELOPER
FORTHE SOUTHERN BOULEVARD MUNICIPAL SITE
100 PERCENT AFFORDABLE HOUSING
TOWNSHIP OF CHATHAM, MORRIS COUNTY N.J. – Township of Chatham (the “Township”) is seeking a qualified and experienced developer for the purposes of signing a developer’s agreement to develop and operate a 100% affordable family rental housing development on a portion of a site in Chatham, New Jersey, known as Block 48.16, Lot 117.27, commonly known as 405 Southern Boulevard (the “ProjectSite”). It is the Township’s intention through this Request for Qualifications/Proposals (this “RFP”) to actively pursue an Agreement that will set forth a strategy for the development of a successful 100% affordable family rental development on the Site and the operation of the project consistent with the Township’s Housing Element and Fair Share Plan (the “Plan”), as well as affordable housing regulations/requirements including Uniform Housing Affordability Controls (“UHAC”) and the Fair Housing Act (the “FHA”).
For the convenience of prospective developers, the RFP can be obtained via email request to the Township Clerk at glaconte@chathamtownship.org. The email must contain respondent entity name, name of authorized representative, mailing address, email address, and phone number. This information is necessary so that you may receive further communications regarding the RFP, including addenda and/or clarifications that the Township may issue.
The deadline for questions, clarifications, and requests for information (collectively, the “RFI”) regarding the RFP is on July 8, 2026, at 4:00 PM prevailing time. RFIs must be in writing. Send all RFIs by email to the Township Clerk at glaconte@chathamtownship.org with a copy to the Township Attorney at tcofoni@msbnj.com. Responses to all RFI will be by addendum, which shall be issued to each entity who requested a copy of the RFP and will be published on the Township’s website.
RFP Proposals are due on or before 12:00 noon on July 22, 2026. RFP Proposals shall be submitted electronically only. Electronic submission will be received via email to the Township Clerk at glaconte@chathamtownship.org or a flash drive may be submitted to the Township Clerk by mail or hand delivery at Gregory LaConte, Township Clerk, Township of Chatham Municipal Building, 58 Meyersville Road, Chatham, New Jersey 07928.
