Solicitation Document Description: Background
Willowdale Park, located at 75 Hollywood Ave, North York, ON M2N 5S9, is being improved in line with the design developed in collaboration with the local Councillor, residents, other stakeholders.
The purpose of this Request for Tender (RFT) is to provide full general contracting construction supply and installation services for the Landscape Redevelopment Project, Willowdale Park Improvements, as required by the City of Toronto, Parks & Recreation, Capital Projects Division. It is expected that the winning bidder will comply with the standards, guidelines, policies and procedures of the relevant authorities and divisions, as well as with all applicable codes, by-laws, and regulations.

The park is home to the North York Tennis Club. Along with tennis facilities the park currently features a playground, splash pad, pathways, parking lot, open lawn areas and mature trees. There are plans to upgrade the park with a new playground and outdoor exercise station, as well as a new shade structure, seating, community message board, and bottle filling station. Existing concrete pathways will be redone with new concrete. The tennis courts will receive new fencing, lighting and repairs to the existing retaining wall. Excavation will be required to accommodate the construction of these features and upgrades.

Summary of work
Services expected to be completed include, but are not limited to, grading, drainage, site servicing, demolition & removals, clearing and grubbing, site/tree protection fencing, concrete flat work and concrete curbs/walls/pavements, walkways, armour stone walls, concrete ramp, concrete stairs, asphalt/unit paving, splash pad, fencing, tree and shrub planting, sodding, seating, playground, outdoor fitness, lighting, and shade structure. As most of the work is landscape architectural in nature and involves the extensive renovation of existing landscape elements, the contractor team shall be led by a landscape contractor experienced in leading and coordinating landscape renovation projects, with experience in playground installation.

Pre-Bid Meeting: Mandatory Site Meeting
Suppliers are required to attend a mandatory site meeting to familiarize themselves with the Project and ascertain the full extent of the Work required. The mandatory site meeting will take place at 11:00 am local time on August 27, 2025 at Willowdale Park, 75 Hollywood Ave., Toronto. Site meetings will not be available at any other times.
Suppliers must sign the attendance sheet at the mandatory site meeting during the designated date and time for their Bid to be considered.
Bids submitted by Suppliers that do not attend the mandatory site meeting or fail to sign the attendance sheet shall be declared non-compliant.
No statement or information provided in such meeting by either the City or the Suppliers will amend any provision of this RFT or the Contract, or may be relied upon by a Supplier in the RFT process or its Bid, except and to the extent such statement or information is later confirmed through the issuance of an Addendum.
