The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain the services of qualified consultants to establish one (1) or more fixed fee, open-ended contracts for intersection improvement design services on an “as needed” basis for a one (1) year period with up to three (3) one-year renewal options. The number of Contracts awarded will depend on the number and quality of the proposals received, with a maximum of four (4).
    Intersection improvements include any modifications to an existing intersection, creation of a new intersections, or realignment of roadways to form intersections that improve traffic operations, pedestrian and bicycle conductivity, or safety. Intersection improvement may involve new traffic signals, modifications to existing traffic signals, conversion of existing intersections to roundabouts, new roundabouts, turn lane modifications, traffic channelization, curb ramp additions or modifications, signage and striping additions or modifications, or any other improvements at intersecting roadways to improve traffic operations, pedestrian and bicycle conductivity, or safety. Since the County has multiple programs to improve the County’s transportation and transit networks, other improvements such as sidewalk or trail improvements, roadway improvements, bus stop installations or improvements, or bus shelter installations or improvements may be within or adjacent to the limits of an intersection improvement and these related improvements may be included within the scope of an intersection improvement project.
    A County Purchase Order will be issued for each task prior to the start of work. Consultants will normally be selected on a rotating basis for individual tasks within each service group; however, the County, at its sole discretion, reserves the right to select consultants out of rotation when deemed to be in the best interests of the County.
