RFP#2026-26PC Third-Party Testing & Inspection Services for Portage County New LEC/Jail
TEGRA Inc. will be soliciting proposals on behalf of Portage County for the new Portage County LEC and Jail.
Portage County is inviting qualified geotechnical testing and inspection firms to submit proposals for
construction-phase services associated with site development and mass grading for the Jail/Law Enforcement
Center (LEC) Project.
The referenced documents in section 8 can be obtained as follows:

Please note relevant information below about Proposal submission:
1. Date for documents to be released to bid:

3. Q&A Addendum/Request For Information (RFI)
• Questions/RFI from vendors will be due by 2PM on July 17, 2026 to Mike Van Klei. The addendum
will be released via the FTP link listed above. Estimated release of Addendum will be End of Business
July 21, 2026.
4. Scope of Services:
Base Scope
The selected firm will provide third-party testing and inspection services during construction, including
but not limited to:
• General construction observation, testing, and reporting to verify compliance with project
geotechnical recommendations, drawings, and specifications.
• Observation and testing of subgrade preparation and proof rolling
• Observation and testing associated with site grading, utilities, and stormwater systems.
• Compaction testing of structural fill.
• Classification and testing of fill materials
• Verification of proper lift thickness, moisture content, and compaction procedures during fill
placement
• Inspection of subgrade conditions prior to placement of fill
• Foundation bearing testing and evaluation.
• Inspection of slab-on-grade subgrades
Note: Testing and inspection shall include continuous and periodic special inspections for soils as
required by applicable building code provisions.
Add Alternate-Pavement Construction
Include Pricing for, but do not include in base scope:
• Observation of pavement subgrade preparation and proof rolling
• Verification of aggregate base placement and compaction
• Review of traffic loading assumptions and pavement section recommendations
5. Proposals will be ranked based on the following criteria
Interested firms shall submit:
• Statement of qualifications and relevant project experience – 3 Points
• Key personnel and certifications – 3 Points
• Summary of testing capabilities – 1 Point (Y/N if provided)
• Ability to meet scheduled start date – 3 Points.
• Estimated response time for field services – 3 Points.
• Fee proposal including: - 7 Points (broken out as follows)
o Hourly rates – 3 Points
o Unit rates for common testing activities – 3 Points
o Estimated quantities for anticipated testing and inspection tasks – 1 Point (Y/N if provided)
Note: Your proposal should be a demonstration of your ability to communicate concisely and
succinctly. Proposals are to be organized in the same sequence as outlined above and sections should
be clearly identifiable. Limit proposal response to ten (10) 8 ½” x 11” single-sided printable sheets,
minimum font size of 11 point (excludes transmittal cover letter).
6. Proposal Due Date:
July 28, 2026 until 2:00 PM. Proposals will be submitted electronically to mvanklei@tegragroup.com with
subject line including project name, RFP#2026-26PC Third-Party Testing & Inspection Services for
Portage County New LEC/Jail. Late proposals will not be accepted.
7. Schedule:
Services are anticipated to begin with site preparation activities on or about September 1, 2026 and
continue through completion of earthwork, foundations, and site construction.

9. Award, Contracting, Contract Terms-
• Portage County intends to use the results of the RFP to award a Contract for services related to the
Scope of Services. The County may also use the results to contract for similar services in the course of
this construction if similar services are required. Terms of those services would be mutually agreed
upon by both parties.
• If contract terms cannot be agreed upon with the highest scoring proposer, the County may negotiate
a contract with the next highest scoring proposer.
• The County expressly reserves the right to amend or withdraw this RFP at any time. If further
expressly reserves the right to reject any or all proposals.
