1. Overview
Energy Conservation Works (ECW) is a joint powers board formed by the Town of Jackson and Teton
County, Wyoming that leads community efforts to conserve energy, improve efficiency, and expand
renewable energy in Teton County, Wyoming and the surrounding area. In 2022, Teton County,
Wyoming voters approved a Specific Purpose Excise Tax (SPET) to fund community solar and/or other
local renewable energy generation, alternative fuel transportation projects, energy audits, and the
planning, design, and construction of energy conservation and emission reduction projects. ECW is
deploying up to $3,000,000 of the SPET funds via a grant program and seeks proposals.
This investment aligns with ECW’s mission to advance community-driven energy solutions and climate
action to accelerate community-scale energy conservation and emissions reduction. Community Energy
Leverage Fund Grants (“Grants”) prioritize equitable, high-impact projects that deliver measurable
energy savings, renewable energy generation, and long-term community benefits. The goals of these
Grants are to support projects that reduce energy consumption and greenhouse gas emissions, expand
access to renewable energy systems, support local workforce and economic resilience, and deliver
equitable benefits across the community.
3. Notice of Funding Availability
ECW hereby issues this Request for Grant Proposals to eligible applicants for a Direct Grant. Grants will
provide financial assistance in the form of reimbursement grants. There is no formal limit to grant awards,
though ECW may limit awards to ensure multiple projects can be funded with the SPET funds available.
ECW has $1,000,000 available for Grants in this initial funding period.
These Grants are funded through a voter-approved 2022 SPET ballot initiative that reads as follows:
$5,000,000 for funding community solar and/or other local renewable energy generation;
alternative fuel transportation projects; energy audits; planning, design, and construction
of energy conservation and emission reduction projects.
4. Definitions
For purposes of this Request for Grant Proposals:

a. Direct Grant means a grant under which ECW provides cash assistance to reimburse eligible
project costs.
b. Match or Matching Funds means non-ECW cash contributions provided by the applicant or
third parties, documented and verifiable in the grantee’s financial records.
c. Total Project Cost means the combined amount of the ECW grant plus all matching funds and
other contributions budgeted to complete the project.
5. Eligible Entities
Entities and organizations providing goods and services in Teton County are eligible to receive funding
for activities that come within ECW’s SPET ballot provision approved by Teton County voters. Generally,
ECW will give more consideration to governmental agencies and utility co-ops within Teton County,
without eliminating the ability of nonprofits and private projects to make a funding proposal.
Awardees must be in good standing, with no outstanding material code violations, delinquent taxes, or
unresolved grant compliance issues.
Entities that do not meet eligibility requirements will not be considered.
6. Eligible Project Types
To be considered for funding, the project must be located in Teton County, Wyoming; be one or more of
the project types outlined in the 2022 SPET ballot language for this program; and be capable of completion
within 24 months of grant award.
Eligible project types:
a. Energy conservation and emissions reduction projects, including energy audits, energy-efficient
windows, envelope improvements, cold-climate heat pumps, heat pump water heaters, pipe
replacement, pipe insulation, and similar improvements that reduce energy use or emissions.
b. Local renewable energy generation projects, including rooftop solar PV, ground-mounted solar
PV, and battery storage integrated with renewable energy systems.
c. Alternative fuel transportation projects, including electric vehicle charging stations and related
installation needs.
d. Planning, feasibility, and design work for future energy savings, renewable energy, alternative fuel
transportation, or emissions reduction projects.
Projects that do not meet eligibility requirements will not be considered.
7. Application Requirements
Please submit your grant proposal using the template found in Appendix A. Proposals must include the
following:
a. Cover sheet: Applicant name and address. Primary contact name, title, email, and phone. Project
title and brief summary.
b. Organization description
i. Legal status and mission.

ii. Governance structure and key staff.
iii. Experience managing grants of similar size and complexity.
c. Project narrative (max 1500 words)
i. Statement of need or problem.
ii. Project goals and measurable objectives.
iii. Description of proposed activities and timeline.
iv. Target population and geographic area served.
v. Coordination with other initiatives or partners
d. Budget and matching funds
i. Line-item project budget showing total cost, ECW funds, and match for each line.
ii. Narrative budget justification.
iii. Documentation of committed matching funds, including resolutions, letters, or financial
statements if applicable.
e. Project Timeline and milestones (max 750 words)
f. Equity and community engagement strategy (max. 750 words)
g. Performance measures and evaluation (max. 1500 words)
i. Projected energy and emissions outcomes
ii. Other outcomes or evaluation metrics
iii. Data collection and reporting plan.
h. Supporting documents
i. Letters of support or partnership agreements, if applicable.
ii. Proof of nonprofit status, if applicable.
iii. Most recent audited financial statements or equivalent financial documentation.
8. Submission Instructions and Deadline
Proposals must be submitted via email to info@energyconservationworks.org, with a cc to
mturley@energyconservationworks.org. All submissions and must be compiled into a single PDF document
named “[Your organization] 2026 CELF Application” with the subject line “[Your organization] 2026
CELF Application” for the email before the date identified in below. Physical (paper) copies of proposals
are not allowed. Applicants are solely responsible for ensuring that their proposals are submitted by the
stated deadline, and ECW is not responsible for late, incomplete, or delayed submissions; applicants
should plan accordingly and allow sufficient time for submission.

d. Applicants are encouraged to submit 72 hours prior to the deadline to avoid technical or delivery
issues

9. Grant Award Administration and Required Grant Agreement
Any grant awarded pursuant to this Request will be paid on a reimbursement basis only. The successful
applicant(s) is required to execute the attached Grant Agreement within one hundred twenty (120) days
of the notice of award. If the Grant Agreement is not executed within one hundred twenty (120) days of
the date of the grant award notice, the grant award shall automatically be deemed null and void without
further action by ECW. A sample Grant Agreement is attached as Appendix B.
Among other terms and conditions, any Grant recipient must:
a. Enter into the Grant Agreement which will specify:
i. Approved scope of work and budget
ii. Accounting and record-keeping requirements
iii. Payment procedures, such as reimbursement based on documented expenditures
iv. Reporting requirements including status reports.
b. Participate in ECW-led outreach and storytelling efforts.
Failure to comply with the grant agreement, including match documentation and reporting requirements,
may result in suspension or termination of the grant and recovery of funds.

10. Evaluation Criteria & Scoring
Proposals will be evaluated by a review committee appointed by the ECW Executive Director using the
following criteria. ECW reserves the right to request additional information, conduct interviews, or
negotiate with top-ranked applicants before final award decisions.

11. Scoring Guidance
Projects should demonstrate clear, quantifiable outcomes and alignment with ECW priorities. Higher
scores are awarded to projects that combine strong energy performance with meaningful community
impact and leveraged funding.
ECW may provide technical assistance to applicants through informational sessions, office hours, and
standardized tools to support proposal development. ECW may also request clarification or refinement
of proposals during the review process to improve alignment with program goals. For selected
proposals, ECW staff may work with applicants to refine project scope, design, and implementation
approach prior to final funding approval.
