Description

The National Geospatial-Intelligence Agency (NGA) is issuing this Draft Request for Proposal (DRFP) for the GEOINT Tradecraft Learning Support Services (GTLSS) Contract for public view and comment. The Government is not negotiating or calling for offers on this DRFP.



The GTLSS DRFP is issued in accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), with the purpose of assisting the Government in developing the highest quality final RFP possible. Responses to the DRFP are voluntary, not mandatory.



Prospective offerors are invited to comment on all aspects of the DRFP. Prospective offerors are highly encouraged to identify areas in the DRFP that are unclear, ambiguous or otherwise warrant additional information or clarification in the final RFP.



With the purpose of assisting the Government in developing the highest quality RFP, the Offerors are encouraged to:




  • Evaluate all elements of the DRFP;

  • Provide feedback on the proposed contract type

  • Put special emphasis on Sections 4 and 5 of the solicitation, since these are areas susceptible to changes;

  • Provide feedback on the small business participation goal of 25%

  • Identify any ambiguous or erroneous language, unnecessary requirements, and overly complex or restrictive elements;



The Government will give consideration to all comments and questions received. The Government may not respond to questions, however, all questions received prior to the due date and time will be considered and, as appropriate, resulting in revisions may be incorporated into the final RFP.



Responses related to this DRFP are limited to five (5) pages and must be submitted on or before July 16, 2025 at 3:00 pm EST to be considered by the Government. Request your responses provided via e-mail to Jennifer.F.Jensen@nga.mil and Haydee.L.SotoCarreras@nga.mil



Potential offerors are advised that the DRFP is not a solicitation, and NGA is not requesting proposals at this time. Therefore, it shall not be construed as a commitment on the part of the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract. Any subsequent final solicitation (RFP) will be posted on the classified IC-ARC. It is the responsibility of the prospective offerors to monitor the IC-ARC for the release of the final RFP and amendments (if any).
