The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to solicit and award a Fixed Price contract on a sole source basis to Advanced Torque Products, (CAGE: 3GWU8), 56 Budney Rd, Newington, CT 06111 for the purchase of twelve (12) digital torque multiplier assembly, 2000 lbs, Part Number ATP2007; ten (10) digital torque multiplier assembly, Part Number ATP1008, twelve; (12) digital torque multiplier assembly 5000 lbs, Part Number ATP5013; and twelve (12) torque multiplier, Part Number ATP1202, to support applying high torque values to fasteners in the CH-53K Helicopter Support Equipment as well as in support of Foreign Military Sales (FMS), in support the NAVAIR CH-53K Program.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. Advanced Torque Products was contracted by the CH-53K Original Equipment Manufacturer (OEM), to design and develop the above Support Equipment to fulfill the maintenance requirements. They are the OEM for the above piece of Support Equipment, and hold proprietary data and drawing rights. They have indicated no intentions of selling those rights and they do not have any authorized distributors for these torque multipliers.
(THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
