Summary

The County of Yuba (“County”), on behalf of the Community Development & Services Agency (“CDSA”), is seeking proposals from qualified companies, partnerships, corporations, associations, persons, or professional organizations (“Proposer(s)”) to ground lease, design, permit, construct, and operate a digital LED outdoor advertising sign (commonly known as a digital billboard). The proposed project (“Project”) will be located on county-owned property (APN 016-040-104-000) in Plumas Lake, adjacent to Highway70. The County will oversee the entitlement process, including the application for and approval of the necessary Conditional Use Permit (CUP) and Planned Sign Permit Program (PSPP). The awarded proposer will be responsible for the design, installation, operation, and maintenance of the digital billboard, in accordance with all applicable laws and industry standards.

Background

The site offers excellent visibility from Highway-70 but has limited access, making it ideal for digital billboard development. The Project aims to leverage this prime location, generating long-term revenue through the lease and development of a highway advertising sign, contributing to Yuba County’s economic growth. This Project will be executed in full compliance with local and state development regulations, while enhancing the County’s visibility, supporting local businesses, and attracting potential visitors to the region. The County seeks to enter into a lease agreement with a qualified proposer who will manage, operate, and maintain the advertising structure while adhering to all applicable regulations. Additionally, The County will retain the right to use the billboard for emergency messaging as well as other public communications as needed.
