Project Description: Sealed bids will be received electronically through PennBidTM by Valley Township for West Lincoln Highway and 2nd Avenue Drainage Improvements Contract No. LH-2026, until 10:00 AM, prevailing time, on May 12, 2026 at which time they will be publicly read at the Valley Township office, 1145 West Lincoln Highway, Coatesville, PA 19320. Each bid must be accompanied by a certified check or bid bond payable to the Owner in an amount of not less than ten percent (10%) of the bid or bids. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same.
This project involves the demolition and abandonment of two existing storm inlets and approximately 70 linear feet of existing storm sewer pipe, construction of 1,150 linear feet of new 15” to 24” diameter storm sewer pipe including fourteen inlets, eight storm manholes, one outfall endwall, and 200 linear feet of concrete curbing.
There will be a non-mandatory pre-bid meeting at 10:00 AM on April 23, 2026 at the Township Building, 1145 West Lincoln Highway, Coatesville, PA 19320.
Bids must be submitted unconditionally. No bidder may withdraw bid within SIXTY (60) days after the scheduled closing time for receipt of bids.
The Owner reserves the right to waive any informality or to reject any or all bids.
Federal Davis Bacon prevailing wage rates apply to this project.
The project will be funded in part by a grant from the Chester County DCD and must comply with U.S. Dept. of HUD construction, contracting, and reporting requirements. Additionally, this project will be funded in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. All applicable funding program requirements, as further detailed in the bidding documents, apply. Contractors are reminded that a good faith effort be made to solicit MBE/WBE subcontractors.
