Project Description: The South Central Transit Authority (SCTA) is seeking proposals via PennBid for the purchase and implementation of Microtransit Software and scheduling for three pilot zones in Lancaster County, Pa. The successful proposer will also provide training and support.
Proposals will be received online electronically via PennBid (https://pennbid.bonfirehub.com) from qualified firms until 1:00 PM, prevailing time, on Thursday, June 18, 2026. Proposals shall be evaluated and the results will be posted via PennBid.
All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority, the County of Lancaster, the Pennsylvania Department of Transportation and the Federal Transit Administration.
Contractors will be required to comply with all applicable Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations, and to certify they are not on the Comptroller General's list of ineligible contractors.
SCTA encourages disadvantaged business enterprise (DBE) participation, although this RFP does not have a DBE goal. DBE’s shall be afforded full consideration of their response and will not be subject to discrimination.
SCTA reserves the right to postpone, to accept or reject any and all proposals, in whole or in part, or to waive any and all informalities, as it deems to be in its best interest. Contract award is subject to the firm’s agreement to SCTA’s terms and conditions.
No proposals may be withdrawn for a period of sixty (60) days after the date set for the opening of proposals
