SUBJECT: Bid Award Recommendation for RFP 2026-500: Jail Facility Detention Slider
Retrofit and Replacement
BACKGROUND The Taylor County Purchasing Department recently solicited sealed
proposals for RFP 2026-500, seeking a qualified vendor for the retrofit and replacement of
detention sliders at the Taylor County Jail Facility. The scope of this project was
strategically divided into four Base Bids to allow the County to award sections as the
budget allows.
Four vendors submitted complete packages and successfully passed all mandatory
knockout requirements, including the required site inspection, performance/payment
bond assurances, and mandatory state forms.
One vendor’s submission (Sustainable Security Solutions) arrived late and was returned to
sender unopened.
EVALUATION SUMMARY An evaluation committee reviewed the responsive proposals
based on a 100-point scale. The criteria included Total Cost (40 Points), Quality of
Goods/Services (40 Points), Past Performance (10 Points), and Meets County
Needs/Requirements (10 Points).
The final scoring resulted in the following evaluations:
• CML Security: 92 / 100 points
• Cornerstone Detention Products: 90 / 100 points
• Willo Products: 83 / 100 points
• Southern Folger Contracting: 71 / 100 points
CML Security emerged as the best evaluated respondent. They scored exceptionally well
across all categories, narrowly edging out Cornerstone Detention Products. In addition to
offering highly competitive pricing, CML's proposal successfully meets all of our baseline
standards and utilizes the County's preferred Southern Steel lock system, providing the
best overall value to the County.
FINANCIAL IMPACT & PHASED EXECUTION To align with current fiscal capabilities while
addressing the jail's immediate security needs, the Purchasing Department recommends a
phased award structure.
• Immediate Action (FY '26): Award Base Bid 1 (Sally Port) and Base Bid 2 (Female
Cell Run) to begin immediately. The total immediate financial impact is $451,250.
• Contingent Action (FY '27): Award Base Bid 3 (Booking/Detox) and Base Bid 4 (FM7
Detention Unit) contingent upon the approval of the FY’27 budget, with work
anticipated to begin in October 2026.
REQUESTED COURT ACTION The Purchasing Department respectfully requests that the
Commissioners’ Court take the following actions:
1. Formally recognize CML Security as the best evaluated respondent for RFP 2026-
500.
2. Approve the immediate award of Base Bids 1 and 2 to CML Security for a total of
$451,250.
3. Approve the contingent award of Base Bids 3 and 4 to CML Security, slated to begin
in October 2026, pending final approval of the FY’27 County budget.
