REQUEST FOR PROPOSAL (RFP 2026-506)

RFP TITLE: Law Enforcement Training Facility Construction

SUBMISSION DEADLINE: July 9, 2026, at 10:00 A.M. CST

Notice is hereby given that Taylor County, Texas, is soliciting competitive sealed proposals from qualified General Contractors for the turnkey construction of a new, 80' x 100' metal building Law Enforcement Training Facility with associated infrastructure and alternates.

Submission Requirements: Sealed proposals must be received in the Taylor County Purchasing Office (600 Pecan Street, Abilene, TX 79602) no later than 10:00 A.M. CST on Thursday, July 9, 2026, at which time they will be publicly opened and read. Envelopes must be marked with RFP 2026-506 and contain one (1) original and one (1) copy.

Statutory Requirements: * Bonds: A 5% Bid Security must accompany each proposal. 100% Performance and Payment Bonds are required within 15 days of award (Tex. Gov't Code Ch. 2253).

• Wages & Verifications: Compliance with prevailing wage rates (Tex. Gov't Code Ch. 2258) and mandatory state verification affidavits is required.

TERMS & CONDITIONS
The Taylor County Commissioners' Court is soliciting proposals for furnishing the
merchandise, supplies, services, and/or equipment set forth in this Request for Proposals.
All proposals must be received in the Taylor County Purchasing Office, 600 Pecan Street,
Abilene, Texas, 79602, no later than 10:00 A.M., Thursday, July 9, 2026. Public Opening of
the proposals will be held in the Purchasing Conference Room at that time. All proposals
which are mailed, shipped, etc. should be addressed as follows:

All proposals must be in sealed envelopes clearly marked with Proposal Number and
Proposal Title. Completed Proposals must contain one (1) original and one (1) copy.
Original proposals must be clearly marked "ORIGINAL" and contain all original
signatures.
The Taylor County Commissioners' Court reserves the right to reject in whole or in part any
or all proposals, waive minor technicalities, and award the proposal which best serves the
interest of Taylor County.
Late proposals will be returned to the Offeror unopened. Taylor County will not be
responsible for un-marked, or improperly marked proposals or proposals delivered to
the wrong location.
Proposals may be withdrawn at any time prior to the official opening. Alterations made
before opening time must be initialed by the Offeror to guarantee authenticity. After the
official opening, proposals may not be amended, altered, or withdrawn without the
recommendation of the Purchasing Agent and the approval of the Taylor County
Commissioners' Court. All proposals become the property of Taylor County and will not be
returned to the Offeror.
Taylor County is exempt from Federal excise and sales tax; therefore, tax must not be
included in this proposal.
The undersigned agrees, if this proposal is accepted, to furnish all items upon which prices
are offered, at the price(s) and upon the terms and conditions contained in the Request for
Proposal. The period of acceptance of this proposal will be thirty- (30) calendar days
minimum unless the Offeror notes a different period. Proposals must be submitted on the
attached Proposal Worksheet. By returning the signed Proposal Worksheet, Offeror certifies
that:

1. Invoices shall be sent directly to Taylor County, Purchasing Department, 600 Pecan
Street, Abilene, Texas, 79602. Payments will be processed within 30 days after receipt of
the invoice or items, whichever is later. Invoices must be itemized and must reference
the Taylor County Purchase Order Number to be processed.
2. Payment shall not constitute an acceptance of the item(s) proposed nor impair the
County's right to inspect or any of its remedies.
3. Delivery, Site Access, and Staging: The Contractor is responsible for coordinating site
access, material staging, and the security of all goods, supplies, and equipment delivered
to the construction site. Deliveries and construction activities shall be directed to:

4. Hours of delivery/service shall be between 8:00a.m. and 4:00 p.m., Monday through
Friday, unless otherwise stipulated.
5. All prices are to be firm, unless stated differently in the Specific Contract Information.
6. Proposals should be priced using the Proposal Worksheet form included with this
proposal. Purchases will be made on a cash basis. The award will be made to a single
General Contractor based on the total Base Bid amount, plus any Bid Alternates selected by
Taylor County. In case the unit price of an item differs from the extended price for the
quantity proposed, the unit price would govern.
7. The price to be paid by the County shall be that contained in the Proposal Worksheet. The
Offeror warrants this price to be no higher than Offeror's current prices on orders by others
for products of the kind and specification covered by this agreement for similar quantities
under similar or like conditions and methods of purchase.
8. A list of references of current users is to be furnished in the proposed worksheet. Failure
to do so may render the proposal unresponsive. Current Taylor County vendors may omit
this requirement.
9. The offeror shall attach to the Proposal Worksheet, and it shall be made a part of this
proposal, regularly printed literature as published by the manufacturer, which sets out and
describes the goods, equipment, or supplies to be furnished by the offeror.
10. Any proposals not conforming to the specifications shall be rejected. It will be the
responsibility of the offeror to conform to the specifications unless deviations have been
specifically cited by the vendor and acceptance made based on the exception.

11. The Commissioners' Court will award the proposal, which will be followed by the issuing
of a Purchase Order or a letter noting the award. The purchase order or letter of award,
together with the signed Proposal Worksheet will be construed as the contractual
agreement.
12. Special Notation: A comparative performance evaluation may be required to assist in
the determination of overall efficiency of similar units. This may include, but is not limited
to, samples of supplies or field test of equipment.
13. Item(s) proposed are subject to the County inspection and approval within a reasonable
amount of time. If specifications are not met, material may be returned at offeror's expense
and risk for all damages incidental to the rejection.
14. Evaluation Criteria: The proposal will be evaluated with regards to the following criteria
factors:
* A. Total Proposed Cost (Base Bid + Accepted Alternates) - 50%
* B. Contractor's past performance record with Taylor County and references from
similar public facility projects - 30%
* C. Proposed Construction Schedule and estimated time to Substantial Completion -
20%
Taylor County reserves the right to select evaluation methods deemed most appropriate.
Each proposal will be evaluated on a case-by-case basis, regardless of any previous
evaluation method. The period of acceptance of this proposal will be thirty (30) calendar
days (minimum) unless the Vendor notes a different period.
15. Minimum Insurance Requirements
All insurance requirements, including Workers' Compensation, as outlined in the Texas
State Statutes shall be met prior to any delivery or commencement of work and shall
remain in effect during the life of this contract. Labor is included with this bid, and a
Workers' Compensation Affidavit must be completed, signed, and returned with the Bid
Worksheet.
The Contractor shall provide a copy of the Certificate of Insurance (attached to the Bid
Worksheet) reflecting the following minimum coverage requirements. The County must be
listed as an Additional Insured on the General Liability and Automobile Liability policies.
1. Commercial General Liability (CGL)
* Each Occurrence: $1,000,000
* General Aggregate: $2,000,000
* Coverage must include bodily injury, property damage, and completed
operations.

2. Automobile Liability
* Combined Single Limit (CSL): $1,000,000
* Coverage must include owned, hired, and non-owned vehicles utilized during
the execution of the contract.
3. Builder's Risk Insurance
* Limit: 100% of the completed value of the project (Estimated at $1,500,000).
* The Contractor shall maintain Builder's Risk insurance on an "all-risk" basis,
protecting the County and the Contractor against loss or damage to the facility
during construction (including fire, wind, theft, and vandalism) until final
acceptance by the County.
4. Professional Liability (Errors & Omissions)
* Each Occurrence/Aggregate: $1,000,000
* Applicable specifically to the delegated design requirements of this project (e.g.,
the structural engineering and design of the catwalk system). The Contractor
must ensure that the Texas-licensed Professional Engineer (PE) contracted to
provide stamped drawings carries this minimum coverage.
5. Umbrella / Excess Liability
* Each Occurrence/Aggregate: $2,000,000
* This policy shall "follow form" and provide excess coverage over the underlying
General Liability, Automobile Liability, and Employers' Liability policies.
16. Bonding Requirements: In accordance with Chapter 2253 of the Texas Government
Code, the following bonds are required for this project:
* Bid Bond: A bid guarantee equivalent to 5% of the total proposed bid price is
required to be submitted with the proposal.
* Performance Bond: A Performance Bond in the amount of 100% of the contract
price is required to secure the fulfillment of all the contractor's obligations under
the contract.
* Payment Bond: A Payment Bond in the amount of 100% of the contract price is
required solely for the protection of all persons supplying labor and material in the
execution of the work provided for in the contract.
17. Whenever an article or material is defined by describing a proprietary product or by using
the name of a manufacturer, the term "or equal" if not inserted shall be implied. The specific
article or material shall be understood as descriptive, not restrictive.

18. The information provided in the applications is to the best of our knowledge and ability,
accurate and complete.
19. Title and Risk of Loss of goods, supplies, equipment, or services shall not pass to Taylor
County until Taylor County receives and takes possession of the goods, supplies,
equipment, or services at the point(s) of delivery.
20. Continuing non-performance of the vendor in the terms of this Contract shall be a basis
for the termination of the contract by the County. Taylor County shall not pay for work,
equipment, or supplies, which are unsatisfactory. Vendors will be given a reasonable
opportunity before termination to correct deficiencies. This, however, shall in no way be
construed as negating the basis for termination for non-performance.
21. Either party upon sixty- (60) days written notice prior to cancellation may terminate the
Contract.
22. The Offeror warrants that the product sold to the County shall conform to the standards
promulgated by the U. S. Department of Labor under the Occupational Safety and Health
Act of 1970.
23. The Offeror agrees that the goods, equipment, supplies, or services furnished under this
contract shall be covered by the most favorable commercial warranties offered by the
Offeror to any customer for such items. Additionally, the Contractor shall provide a standard
one-year General Contractor warranty covering all craftsmanship and labor starting from
the official date of Substantial Completion.
24. Contractor shall provide the defense for and indemnify and hold harmless Taylor County
from all claims, suits, causes or action, and liability arising out of the execution of this
contract or in connection with Contractor's use of the premises thereunder.
25. The Offeror shall not limit or exclude any express, written, or implied warranties and any
attempt to do so shall render this contract voidable at the option of Taylor County.
26. In accordance with Section 262.030 of the Texas Local Government Code all proposals
shall be opened to avoid disclosures of content to competing offerors and kept secret during
the process of negotiation. All proposals that have been submitted shall be available and
open for public inspection after the contract is awarded, except for trade secrets and
confidential information contained in the proposals and identified as such. After award, the
public may inspect the proposals in the Taylor County Clerk's Office.
27. Prevailing Wage Rates: In accordance with Chapter 2258 of the Texas Government
Code, the Contractor and any subcontractor shall pay not less than the prevailing wage
rates for work of a similar character in the locality in which the work is performed. A copy of

the applicable prevailing wage rates for Taylor County is attached to this Request for
Proposal and made a part of the contract.
28. Certificate of Interested Parties
In 2015, the Texas Legislature adopted House Bill 1295, which added section 2252.908 of
the Government Code and applies to all contracts entered into on or after January 1, 2016.
The law states that a governmental entity may not enter certain contracts with a business
entity unless the business entity submits a disclosure of interested parties to the
governmental entity at the time the business entity submits the signed contract to the
governmental entity. The law applies to all contracts/purchases of a governmental entity
that require an action or vote by the governing body of the entity.
With regards to Taylor County purchases, a vendor that is awarded a contract or purchase
that requires approval from Commissioner's Court is required to electronically create a
Form 1295 through the Texas Ethics Commission website
(https://www.ethics.state.tx.us/whatsnew/elf_info_form1295.htm) and submit a signed
and notarized copy of the form to the County. A contract, including County-issued purchase
order, will not be enforceable or legally binding until the County receives and acknowledges
receipt of the properly completed Form 1295 from the awarded vendor.

Request for Proposal (RFP): Law Enforcement Training Facility Construction
Project Overview We are seeking proposals from qualified contractors for the construction
of a new metal building law enforcement training facility. The project includes the
construction of an 80 x 100-foot primary structure with integrated training, administrative,
and tactical spaces, along with complete mechanical, electrical, and plumbing
installations.
Scope of Work: Base Bid
1. General Site Work, Utilities, & Permitting
* Permitting: The contractor will be responsible for obtaining any and all permits
required for this construction project.
* Utility Routing: The contractor is responsible for getting water and electrical service
routed to and connected to the building.
* Installation of a complete sewer or septic system to service the facility.
* Comprehensive plumbing work for all bathrooms, breakrooms, and exterior fixtures.
* Full building electrical system installation.
* Standard insulation installed throughout the entire building.
* Full HVAC system installation to service the entire building.
2. Building Exterior & Structural Shell
* Construction of an 80 x 100-foot metal building.
* Construction of a 20-foot-deep back porch awning running the entire length of the
building.
* Construction of a 20-foot-deep front porch awning that runs half the length of the
building, providing covered parking and entrance coverage.
* Installation of gutters for both the front and back of the building.
* Installation of two 12 x 12 roll-up doors, one on the front and one on the back,
located towards the south end of the building.
* Installation of one main entrance door on the front side of the building.

* Installation of four emergency exits located at: the center of the back porch, the
center of the south side, the front side next to the roll-up door, and exiting the
classroom onto the back porch in the northwest corner.
3. Exterior Electrical, Plumbing, & Security
* Installation of a water spigot in the center of the back porch, plus two additional
spigots at the northeast and southwest corners.
* Installation of an eye-washing station on the back porch.
* Installation of five evenly spaced electrical outlets on the back porch and two under
the front porch.
* Installation of standard lighting for the front and back porches.
* Installation of four large floodlights on the back porch to illuminate the range during
low light.
* Installation of automatic security lights on each side of the building.
4. Classroom
* Construction of a 30 x 50-foot classroom located in the northwest corner.
* Installation of a 9-foot ceiling with dimmable LED can lighting.
* Installation of a solid locking door with a doorstop leading into the classroom.
* Installation of a large window in the center of the West wall.
* Installation of carpet flooring to match the Sheriff's Office classroom.
* Provision of dedicated A/C and heat controls.
* Wall reinforcements and power access for five large mounted televisions: one on
the North wall, two on the East, and two on the West.
* Installation of three electrical outlets per wall, separate from the television power
sources.
* Installation of floor electrical outlets aligned for five rows of 6-foot tables, with two
outlets per row.
5. Administrative Offices & Storage Rooms
* Construction of two offices and one ammunition storage room (roughly 10 x 16 feet
each) sharing the South wall of the classroom.

* Provision of 9-foot ceilings, lighting, climate control, internet hookups, and two
electrical outlets per wall for all three rooms.
* Office 1: Must include a window facing west toward the range, a window looking
into the facility, a door to the classroom, and a door to the facility.
* Office 2: Must include a door on the facility side and a window looking into the
facility.
* Ammunition Storage: Must include a solid door with a lockable keypad, interior
shelving, and a workbench for firearms repair and maintenance.
* Ammunition Storage Exterior: Outside the south wall of this room, mount a large
internet-capable TV with access to the interior shoot house cameras.
* Janitor/Storage Closet: Construction of a 5 x 10-foot locking closet on the east side
of the ammo storage, equipped with a large utility sink, shelving, and at least two
outlets.
* Centralized IT Closet: Construction of a secure, centralized IT closet positioned in
close proximity to the ammunition storage room, but strictly exterior to it. This space
must include independent climate control to manage equipment heat, dedicated
power receptacles, and structured cabling terminations for the facility's data and
security needs.
6. Main Entrance, Breakroom, & Bathrooms
* Construction of a main entrance featuring a glass door leading into a hallway.
* Construction of a hallway with a glass half-wall on the south side looking into the
facility, and a glass door leading into the facility.
* Construction of a 9 x 25-foot breakroom with access via a door halfway down the
north side of the hallway.
* Breakroom finish-outs: counter space and bottom cabinets on the east side, and a
sink and refrigerator space on the west wall.
* Construction of two 15 x 18-foot bathrooms, each equipped with two electrical
outlets.
* Hot Water: Installation of a hot water heater to service the bathroom facilities.
* Men's Bathroom: Two urinals, one toilet, one shower, two sinks, and a mirror.
* Women's Bathroom: Three toilets, one shower, two sinks, and a mirror.
