The flare station shall be sized to extract, demist, process the condensate, compress and combust a maximum of 3.2 MMBtu/hr (150 SCFM of 35% methane) of landfill gas. Sealed bids will be received only at the office of County Engineer, Attn: County Engineer, Public Works
Administration Building, 1600 13th Avenue South, Kelso, Washington 98626, prior to 1:30 o'clock p.m.,
on Monday, April 20, 2026, at which time all bids received will be publicly opened and read in the
chambers of the Board for furnishing an Enclosed Flare Package to Cowlitz County. Bids received after
the time fixed for receiving bids will not be considered.
All bids must be submitted upon the attached Proposal forms. The outside of the envelope must have
the following information:

County offices are not open for mail or other deliveries on weekends, County holidays, or inclement
weather closures. The County assumes no responsibility either for delays in USPS mail or County
interoffice mail services, or for bids delivered to County offices or personnel other than to the specified
office and personnel. Bids received after the date and time stated in this call for bids will not be
accepted and will be returned unopened to Bidder. There will be no exceptions or waivers of this
requirement.
Firm price is solicited for the enclosed flare package listed in the Bid Proposal below. Cowlitz County
will accept no additional charges including, but not limited to freight, fuel surcharges and other charges.
Purchase will be made for the enclosed flare package described in the bid specifications.
Payment for purchases will be made according to State Statute, in the month following delivery of
materials, providing a properly detailed invoice has been furnished.
The Board reserves the right to reject any and all bids, to waive informalities in the bids, and to accept
the bid of the lowest responsive, responsible bidder as it best serves the interests of the County.

SPECIFICATIONS AND PROVISIONS
1. All items purchased hereunder shall comply with the following specifications:
BID ITEM: ENCLOSED FLARE PACKAGE
Part 1 GENERAL
1.01 SUMMARY
A. Work includes providing and installing the unitized, modular, enclosed landfill gas ground
flare station including all components necessary for a complete and operational system. The
flare station shall be sized to extract, demist, process the condensate, compress and combust
a maximum of 3.2 MMBtu/hr (150 SCFM of 35% methane) of landfill gas. Other combinations
of flow and methane content not exceeding 3.2 MMbtu/hr shall be accommodated as long
as methane is between 20% and 35%, and flow is between 25 and 150 scfm. The combination
of these subsystems shall include, but not be limited to, the following components:
1. Enclosed ground flare rated for Class 1, Division 2 hazardous area classification
a. Automatic actuated shutdown valve
b. Flame arrestor

c. Burner unit
d. Flare stack
e. Interconnecting piping and isolation valves
f. Pilot and ignition system
g. Internal electrical wiring
h. Instrumentation and control devices
i. Junction and terminal boxes
2. Gas handling/blower system rated for Class 1, Division 2 hazardous area classification
a. Landfill gas blowers
b. Demister/filter system
c. Process valves
d. Process piping
e. System structural skid
3. Instrumentation and valves rated for Class 1, Division 2 hazardous area classification
4. Power control panel and system control panel
a. Enclosures/cabinets/junction boxes
b. Control and annunciation devices
c. Interconnecting conduit and wiring
d. PLC supervisory control system
e. Ethernet switch for remote connection capabilities
f. All required electrical controls, motor controls, annunciation systems, alarm systems,
and logic systems
5. Factory testing and start up support
a. Equipment and startup testing
b. Perform initial system startup
c. Demonstrate compliance with performance requirements as specified
d. Provide operation start-up and training for designated personnel
e. Prepare and deliver three copies of submittals and operation and maintenance
manuals
B. System to be factory assembled, pre-wired, calibrated, and tested prior to shipment.
C. System shall be pre-piped and pre-wired to the extent possible, requiring minimal field
assembly.
D. Systems and assemblies furnished under this section shall be designed, manufactured,
and/or supplied by a single vendor in the interest of total system compatibility, reliability,
quality, cost, and single source responsibility.
E. Installation, civil work, electrical interconnections, and permits are by others unless noted.

1.02 FLARE SYSTEM DESCRIPTION
A. Design Requirements
1. Design system for continuous operation and destruction of LFG.
a. System to be designed to operate on 20-35% methane.
b. System to reduce emissions in accordance with 40 CFR 60.18 and 40 CFR
60.752(b)(2)iii. System shall reduce NMOC by 98% by weight, and 99% DRE of
methane.
c. System to be designed to comply with WAC 173-408-080 (4) Requirements for Flares.
System shall achieve a methane destruction efficiency of 99% by weight.
2. Provide complete skid mounted blower/flare system to include:
a. Structural steel skid with appropriate anchor points for connection to existing
concrete slab. Flare shall be able to withstand loads and stresses per the
requirements of UBC100 mph wind loading and seismic zone criteria.
b. Two (2) identical blowers, complete with each sized for 480 VAC, totally-enclosed,
fan-cooled, inverter duty electric motor rated for installation in NEC 500 Class I,
Division 2 environments and direct drive. Blower to be rated for 150 SCFM at -35
inches WC inlet vacuum and 15 inches WC discharge pressure. Blowers shall have
been designed for use with and in the presence of landfill gas. The blower shall
include anti-corrosion coating or material suitable in the presence of landfill gas as
approved by the manufacturer.
c. Enclosed flare sized for 150 SCFM LFG with minimum 7:1 turndown. Turndown based
on 20-35% methane content and 1600 degrees F. Minimum operating temperature
shall be 1400 degrees F. Maximum internal temperature rating shall be 2000 degrees
F.
d. Inlet demister/knockout sized for 300 SCFM. Knockout to include:
1) Multi-layer demister pad/filter rated for 100% removal efficiency at 6-micron
droplet size. The demister/filter vessel shall be capable of withstanding no less
than 5 PSIG pressure/vacuum
2) Differential pressure gage across demister pad/filter
3) Visual liquid level gage.
4) Cleanout access.
5) Inspection port.
6) Pipe coupling in the bottom of the filter for condensate removal.
e. Thermocouples: 3 each, housed in Inconel sheaths
f. Test ports for air quality testing sensor access and view ports, one at each
thermocouple and two for view of main flame and pilot.
g. Eccentric flame arrester. Flame arrestor shall be provided with pressure monitoring
such that both flare back pressure and flare and flame arrestor back pressure can be
monitored.
h. Flame safeguard controller
i. Flare temperature controller
j. Primary air mixed burner assembly consisting of multiple individual burners. The
primary air dampers beneath each burner port shall be adjustable throughout their
