3:00 P.M. (CDT) ON MONDAY, AUGUST 10, 2026. Proposals will be opened by the Buyer listed above. Only the names of Offerors who

• Proposals shall be submitted on the forms provided and may be manually, electronically, or digitally signed by the individual authorized to
legally bind the company. Offeror must complete, execute, and submit all Pages identified with “RETURN THIS PAGE” of this RFP document
to be deemed responsive and considered for award. Failure to do so may render your proposal non-responsive.
• Proposals received after the opening date and time shall not be considered.
• The attached Terms and Conditions shall become part of any contract resulting from this request for proposal.

For any contract for services greater than $5,000, the successful Offeror shall comply with § 285.530, RSMo., as amended, and (1)
provide by sworn affidavit affirmation that it does not knowingly employ any person who is an unauthorized alien and (2) provide
documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees
working in connection with this contract. The required documentation affirming enrollment must be from the federal work
authorization program provider. A letter from the Service Provider reciting compliance is not sufficient. A signed and notarized Work
Authorization Affidavit and the Electronic Signature Page from the E-Verify program shall be provided prior to the issuance of a contract.
The requirements of 49 CFR Part 26 including any amendments thereto apply to this contract. It is the policy of the City to practice
nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The City encourages
participation by all firms qualifying under this solicitation regardless of business size or ownership.
The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28
CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to

PART I
DESCRIPTION OF PROJECT AND SERVICES REQUIRED
1.0 INTRODUCTION/DESCRIPTION OF PROJECT/SERVICES:
The City of Springfield is seeking proposals from qualified firms/providers to: The City of Springfield is seeking qualified firms or
persons to provide Housing Quality Standards (HQS) / National Standards for the Physical Inspection of Real Estate (NSPIRE)
Inspection Services to comply with HUD regulations under the HOME program. The City requires inspection of certain properties
in accordance with the HOME regulation (24 CFR 92.251 (a)(2)) using the Housing Quality Standards (HQS) in 24 CFR Part 982.401.
A contract will be issued in the form of a one (1) year term contract with the option to renew the contract for four (4) additional one-
year terms.
Note: HUD is planning on changing from HQS inspection protocol to National Standards for the Inspection of Real Estate (NSPIRE) for
HOME Rental properties; 60 days’ notice of the change will be given when HUD establishes it. Contractor’s already familiar with
NSPIRE may implement that immediately using the Housing Choice Voucher inspection protocol.
2.0 SCOPE OF SERVICES
Contractor shall provide all labor, supervision, materials and supplies, tools, equipment, transportation, licenses, permits, taxes,
insurance and any other items necessary to perform Housing Quality Standards (HQS) / NSPIRE Inspection Services, as required,
during the term of the contract at the prices set forth in the Contractor’s bid.
2.1 UNIT DESCRIPTION: Our typical units are scattered-site single-family houses (1-4 units) with the predominant amount being
single-family houses. There are no Section 8 voucher holder occupants as those units are inspected by the local housing
authority. The City has approximately 139 units to inspect. These are managed by approximately 19 property
managers/owners. This number represents a two year backlog of units needing inspection. Typically, the average is 80-90
inspections per year. All inspections are the tri-annual inspections required by the HOME program. A list of units to be
inspected, contact names and phone numbers will be provided to the Contractor upon award.
2.2 LOCATION: All units are located in Springfield, Missouri.
2.3 SCHEDULE OF COMPLETION: A proposed schedule of completion for annual inspections shall be provided with your proposal
submittal. Use FORM NO. 4: PROJECT APPROACH provided. Assume a start date of October 1, 2026.
2.4 CONTRACTOR QUALIFICATIONS: Contractor shall provide qualified inspectors to conduct HQS / NSPIRE inspections.
Resume(s) shall be provided with your proposal submittal for all inspectors assigned to this project. Resumes shall include
experience and certification/training in HQS / NSPIRE inspections. Use FORM NO. 4: PERSONNEL QUALIFICATIONS provided.
2.5 CONTRACTOR REQUIREMENTS: The contractor must provide the following during the inspection period:
2.5.1 Contractor shall fully coordinate its schedule in the performance of the contract with the property owners or their
agents.
2.5.2 Copies of the completed HQS / NSPIRE inspection or re-inspection reports (HUD Form 52580) with each invoice.
Electronic files are acceptable for payment with hard copies to follow.
2.5.3 Monthly progress reports including the list of deficiencies on first inspection and subsequent final inspections (Not
required if inspection reports are submitted monthly).
2.5.4 Notification to the designated City staff of any un-cooperative owners/property managers (if any) in order to allow
the City staff to assist in obtaining access to the property for Inspection.
2.5.5
An opportunity for City staff to attend and observe up to six of the initial inspections with your inspector for the
purpose of clarifying any policy questions regarding customer contacts and observing the methods and
thoroughness of inspection.
