In conjunction with Procurement Professionals Alliance (PPA) RFxPremier, the State of North
Carolina is providing the following information for the solicitation opportunity:
PPA RFxPremier Project Title: RFPB260005 Online Marketplace Platform
The PPA RFxPremier Request for Proposal (RFP) for Online Marketplace Platform was issued by
East Texas A&M University (Lead Entity), in collaboration with the State of Florida, on July 1, 2026.
The RFP number is RFPB260005. All vendor proposals must be submitted by 3:00 PM CST on
August 21, 2026.
The purpose of this RFP is to establish one or more Master Agreements with qualified bidders to
provide an Online Marketplace Platform that allows for capabilities for both availability of
products and pricing of products. The objective of this RFP is to obtain best value, and in some
cases, achieve more favorable pricing than is obtainable by an individual state or local
government entity because of the collective volume of potential purchases by numerous state
and local government entities.
The Master Agreement(s) resulting from this procurement may be used by Eligible Entities
including all states (as well as the District of Columbia and US territories), cities, counties, districts,
other political subdivisions of any State, Institutions of Higher Education, K-12, quasi-
governmental entities, service districts, healthcare institutions, transportation districts,
tribes/tribal organizations, or nonprofit organizations—and suppliers, with no membership or
registration required.

Only proposals submitted through the PPA RFxPremier or Lead Entity’s Procurement Portal will
be considered. Proposals must be submitted by 3:00 PM CST on August 21, 2026. Late proposals
will not be considered.
