FIREWORKS DISPLAY SERVICES

NOTICE IS HEREBY GIVEN that sealed request for proposal submissions will be received by the Township of Parsippany-Troy Hills Purchasing Agent for the services set forth below in accordance with the “fair and open process” pursuant to N.J.S.A. 19:44A-20.5, et seq.:

FIREWORKS DISPLAY SERVICES – 2026

Submission package may be examined or obtained at the Township Purchasing Office, Township of Parsippany-Troy Hills, 1001 Parsippany Boulevard, Parsippany, NJ 07054 (phone 973-263-4377), Monday through Friday during business hours, 9:00 a.m. to 4:30 p.m.
Request for proposals (“RFP”) responses shall be submitted to Suzanne Taylor, Purchasing Agent, Township of Parsippany-Troy Hills, 1001 Parsippany Boulevard, Parsippany, NJ 07054 on or before TUESDAY, MARCH 24, 2026, AT 10:00AM prevailing time, at which time said responses will be publicly opened and read in the Municipal Chambers.
Responses must be enclosed in a sealed envelope. The service provider must indicate the following on the outside of the envelope: (1) the name and address of the service provider; (2) the RFP Title “Fireworks Display Services – 2026;” and (3) “Sealed RFP Response”. Responses may be delivered by hand, overnight courier or mail. The envelope containing the response must be received by the Township of Parsippany-Troy Hills by the date and time set forth above. No late responses will be accepted.
If awarded a contract, your company/firm shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et.seq.
Contracts will be awarded based on the most advantageous responses, price and other factors considered. The Township of Parsippany-Troy Hills reserves the right to waive minor immaterial formalities and/or to reject any or all responses in accordance with applicable law.

INVITATION TO SUBMIT PROPOSALS
Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20, et seq.
Copies of Request for Proposals (RFP) will be available at the Township Purchasing Office, located at 1001 Parsippany
Boulevard, Parsippany, New Jersey 07054.
Sealed RFP responses must be received by the Purchasing Agent no later than 10:00 a.m. on Tuesday, March 24, 2026.
Proposals (one original and one copy) shall be submitted in a sealed envelope to:

Respondent will be selected based upon an evaluation of the most advantageous proposal, price, and other factors.
Respondents are expected to examine the RFP with care and observe all its requirements. All questions about the meaning
or intent of this RFP shall be submitted in writing no less than 7 days prior to the due date of the proposal. All
interpretations and clarifications considered necessary by the Township’s representative in response to such comments
and questions shall be responded to no less than 5 days prior to the due date of the proposal and will be posted online at
www.parsippany.net/notices.
The Township assumes no responsibility and liability for costs incurred by the Respondents prior to the issuance of an
agreement. The liability of the Township shall be limited to the terms and conditions of the contract. Respondents will
assume responsibility for all costs not stated in their proposals. All unit rates either stated in the proposal or used as a
basis for its pricing are required to be all-inclusive. Additional charges, unless incurred for additional work performed
by request of the Township, are not to be billed and will not be paid.
Any contract entered into between the Respondent and the Township must be in accordance with and subject to
compliance by both parties with the New Jersey Local Public Contracts Law. The Respondent must agree to comply with
the nondiscrimination provisions and all other laws and regulations applicable to the performance of services there under.
The Respondent shall sign and acknowledge such forms and certificates as may be required by this section.
No corporation or partnership shall be awarded any contract for the performance of any work or the furnishing of any
goods, unless, with receipt of the proposal of said corporation or partnership, there is submitted a statement setting forth
the names and addresses of all stockholders in the corporation or partnership who own ten (10) percent or greater interest
therein. The Respondent shall complete and submit the form of statement that is included in this RFP.
The Township reserves the right to waive minor immaterial formalities and/or to reject any or all responses in
accordance with applicable law.
SCOPE OF SERVICES & EVALUATION CRITERIA
The Township of Parsippany-Troy Hills (“Township”) is soliciting proposals to provide for the following
Service:
1. Fireworks Display Services – 2026
Scope of Services:
Parsippany Troy-Hills (the "Township") is seeking the services of a Fireworks Display Vendor
for its annual fireworks display which is to be held on July 4, 2026 (rain date July 5, 2026) at
the Parsippany Hills High School on Rita Drive in Parsippany, New Jersey.
In the event of the fireworks display being postponed due to rain on both July 4, 2026 and July
5, 2026, the show will be rescheduled on the next available clear day as determined by the
Township.
The fireworks display is to start when it gets dark or at approximately 9:30 p.m.
Display typically lasts 20-25 minutes.
The Township will have police, fire and ambulance personnel on site.
The attached map (EXHIBIT 1) is representative of the area used for actual launch/staging site.
Parks and Forestry personnel will mark the field for safe firing areas prior to the successful
vendors arrival.
The field will be roped off to define the crowds sitting area.
The field is artificial turf. The entire field is soaked prior to the start of fireworks as a
precaution.
The Township is requesting display descriptions based on a cost of thirty-thousand
dollars ($32,000.00).
Respondent shall submit a proposal outlining in detail what it is they intend to provide for this
amount. The description must include how many shells, the different type sizes, length of
display, any special attractions, etc. (Note: maximum shell size is six-inch diameter).
Respondent shall also provide for coordination of the fireworks display with a separate contracted
concert performer to attempt to start a specific part of the concert and the fireworks display at the
same time. This has been easily accomplished in past years through the use of cell phones.
The successful respondent shall provide evidence of compliance with DOT and F.A.A.
regulations.
The successful respondent shall provide a fire safety certification and will be subject to an
inspection by the Township’s Fire Prevention Department before the display.
Information to be submitted with proposals:
In addition to providing a detailed display description, interested parties shall provide answers
to the following questions in narrative form:
a. State your experience in providing Fireworks Display Services to other governmental
agencies similar to the services herein requested. Provide references, including names
and phone numbers of contact persons with whom the Township may communicate.
b. State your experience with fireworks displays generally.
c. Provide information on your employees who will be responsible for overseeing the firework
display. Provide applicable licenses/certifications for each.
d. Do you intend to accomplish any aspect of the Fireworks Display Services by using sub-
contractors? If so, please identify any subcontractors that you anticipate using and describe
the nature of their anticipated services.
The successful candidate will be required to comply with the following insurance requirements:
Interested parties must provide copies of insurance to show complete compliance with all applicable
Federal, State and Local laws pertaining to fireworks displays including but not limited to Workers
Compensation/Employers Liability, General Liability and Automobile Liability Insurance with minimum
limits as per the following:
1. Statutory Workmen's Compensation limit and Employer's Liability · Insurance in accordance
with New Jersey State Statutes and all other applicable laws and regulations.
2. General Liability Limit of no less than $5,000,000.00 for any one occurrence/annual
aggregate. The Certificate of Insurance should indicate if the aggregate has been eroded for
any claims during the policy year. Contractual liability must be included.
3. Automobile Liability Insurance with a minimum amount of $5,000,000.00 each occurrence
with no annual aggregate.
4. Umbrella Liability Insurance with a minimum amount of $2,000,000.00.
The successful vendor will provide to the Township of Parsippany-Troy Hills and the
Parsippany Board of Education a certificate of insurance naming the successful vendor as an
insured and also naming the Township of Parsippany-Troy Hills and the Parsippany Board of
Education as additional insureds in all of its liability insurance policies and will also release,
defend, protect, save, indemnify and hold harmless the Township of Parsippany- Troy Hills and
the Parsippany Board of Education from and against any and all loss, damage, claim or liability,
including attorney's fees and expenses incurred by the Township and/or the Board of Education
and their respective employees, agents, volunteers, or other representatives, arising out of the
performance of this contract and/or the breach of any of the warranties and representations made
by the successful vendor in connection with the manufacture, installation, firing, or disassembly
of any pyrotechnic equipment or device and/or the supervision and presentation thereof.
Proposals will be evaluated by the Township of Parsippany-Troy Hills on the basis of the most
advantageous, price and other factors considered. The evaluation will consider:
a. Display description, including number of shells, size of shells, length of display, any
special attractions, etc.;
b. Experience and reputation in the field;
c. References; and
d. Other factors demonstrated to be in the best interest of the Township.
