Request for Proposals

Notice is hereby given by the Mayor and Board of Trustees of the Village of Evergreen Park, Cook County, Illinois that proposals will be received for the following improvements:

Residential Building Demolition

2654 W. 98 th Place

Evergreen Park, IL 60805

Proposal

-     Contractor will furnish all labor, tools, equipment, materials, transportation, disposal, supervision, and insurance.

-     Demolish and legally dispose of one (1) frame constructed home.

-     All work to be completed in accordance with all applicable NESHAP, OSHA, US EPA, and local jurisdictional rules and regulations pertaining to demolition.

Scope of Work

-     Conduct required pre-demolition asbestos inspection, sampling, and laboratory PLM analysis in accordance with NESHAP 40 CFR61 subpart M, emission standard for demolition and renovation projects to determine the presence of asbestos containing building materials located on and/or within the structures to be demolished.

-     File notification of demolition and renovation with regulating agencies.

-     Acquire Cook County demolition permits.

-     Acquire Local (Evergreen Park) demolition permit. (Fee Waived)

-     Notify J.U.L.I.E. for underground utility locations.

-      Install temporary security fence with wind screen in accordance with village ordinance.

-     Demolish and remove single story frame constructed home

-     Remove all concrete slabs, foundations and footings, walkways and approaches adjacent to the structures.

-   Transport all debris generated by demolition to legal disposal facilities.

-   Transport all recyclable materials to processing facilities.

-    Rough grade to meet surrounding asphalt pavement and public ways.

-    All salvage shall become the property of the awarded contractor.

Exclusions/Clarifications

-     All utility retirements (ComEd, NICOR, Sewer and Water) shall be the responsibility of EPPW.

-    No compaction of backfill, soil testing, inspection, or laboratory analysis.

-     No imported backfill. All fill material shall be provided by EPPW.

-     No asphalt parking lot or drive removal.

-     No relocation or rerouting of utilities.

-     Abandoned utilities to remain in place.

-     No silt fencing or other SWPPP measures shall be provided or installed.

-     No underground storage tank removal or disposal.

-     No unsuitable soils, spoils, or overburden removal from site.

Proposal Process

Interested parties are required to schedule a mandatory site visit before submitting a proposal .  Submitted proposals that did not fulfill the site visit requirement will not be considered.    Mandatory site visits may be scheduled by contacting the Director of Public Works, Gavin Yeaman at (708) 229-3350 or

All proposals will be due back and delivered to the Village Hall by 10:00AM on Thursday, March 26 th 2026, at the Village Hall, 9418 S. Kedzie Ave., Evergreen Park, Illinois, 60805.  The words  “Residential Building Demolition- 2654 W. 98 th Place”  will be written on the envelope. Qualifying proposals will be opened at that time.   Attendance is not required when proposals are opened.

Please take note that all of the insurance noted below is required.   For example, the Village of Evergreen Park must be named as additional insureds on a “primary, non-contributory basis” for Part 1 noted below.   Also, a separate OCP policy naming the Village of Evergreen Park as the “Insured” and must also be obtained as outlined under Part 2 below, and all insurance noted under Parts 3, 4 and 5 below must be provided, unless specifically deleted for this project.

Minimum Limits of Insurance

Contractor and his Subcontractors shall maintain limits of no less than:

  1. Contractors – Commercial General Liability : $1,000,000 combined single limit per occurrence for bodily injury, personal injury and property damage.  The general aggregate shall be twice the required occurrence limit.  Minimum General Aggregate shall be no less than $2,000,000.  The General Liability Policy shall include coverage for Contractual Liability and Broad Form Property Damage Coverage.  The Village of Evergreen Park shall be named as Additional Insureds on a Primary Non-Contributory basis.   The Policy will include a Per Project Aggregate Endorsement .  Also, any “XCU   Exclusions” shall be deleted.
  2. Village of Evergreen Park – Contractors Protective Liability: OCP limits shall be $1,000,000 combined single limit per occurrence for bodily injury and property damage.  The general aggregate shall be twice the required occurrence limit.  Minimum General Aggregate shall be no less than $2,000,000.  The General Liability Policy shall include coverage for Contractual Liability.   There will be NO deductible or self-insured retention amount due on this OCP policy.    The coverage afforded by this OCP policy shall be primary and at no time shall any endorsements, additional forms, or riders be attached that would modify or limit said coverage.
  3. Automobile Liability:   $1,000,000 combined single limit per accident for bodily injury and property damage for any vehicle owned, leased, hired, or non-owned, used by the Contractor.
  4. Workers’ Compensation and Employers’ Liability: Workers’ Compensation limits as required by the Labor Code of the State of Illinois and Employers’ Liability limits of $1,000,000 per accident.  The Policy will also include a Waiver of Subrogation in favor of The Village of Evergreen Park.
  5. Umbrella Liability: Umbrella Liability Policy for not less than $2,000,000.

The contractor and sub-contractors shall pay wages at the rates not less than those prevailing on similar construction in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act as amended (40 U.S.C. 276-276a-5) and shall receive overtime compensation in accordance with and subject to the provisions of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327-333) and the Contractor and sub contractors shall comply with all regulations issued pursuant to these Acts and other applicable Federal laws and regulations pertaining to labor standards.    The Secretary of Labor has, with respect to the labor standards specified in this Section, the authority and functions set forth in Reorganization Plan Number 14 of 1950 (5 U.S.C. 113z-15) and Section 2 of the Act of June 13, 1934 as amended (40 U.S.C. 276c).
