Concession Services - Luggage Carts to St. Pete-Clearwater International Airport

This RFP is for Luggage Cart services to the Airport to ease passengers in the movement of their luggage through the terminal and into the parking lots. Vendor shall be responsible for supplying carts, holding racks, and payment machines and maintaining them in good operating condition throughout the agreement. The Airport pays $500 per month to the current vendor regardless of revenues collected or costs incurred by the vendor. Airport is seeking proposals to enhance revenue while not allowing service to decline.

The Airport (PIE) has had a license agreement in place with current vendor since at least 2011 and a contract with a vendor for this service since 2013. Due to the length of the agreement, it is now required that PIE select a vendor to continue to provide this service for the next five to seven years beginning in February 2026.
