II. Notice of Inviting Bidders
A. Submittal of Bids

B. Pre-Bid Meeting-Optional
At this time, CCWD will not be conducting a voluntary or mandatory pre-bid meeting.
C. Conditions of Invitation to Bid
Terms of Agreement
This service is for a two (2) year base period Fiscal Year 2027 (FY27) July 1, 2026, through June 30, 2027,
and (FY28) July 1, 2027, through June 30, 2028; with one (1) year priced option for (FY29) July 1, 2028,
through June 30, 2029.
Liability of Cost and Responsibility
CCWD is not responsible for any costs incurred in preparing a response to this ITB. All expenses associated
with responding shall be borne solely by submitting individual or organization. Respondents shall hold
CCWD harmless from any liability, claims, or expenses arising from or related to their participation in this
process. All materials submitted become the property of CCWD.
Insurance
CCWD has implemented an insurance compliance program requiring all vendors to provide products or
services to maintain appropriate insurance coverage before any agreement is issued. Once the most
responsive bidder is identified that vendor will have 15 days from selection to submit all required
insurance documents, following the provided samples, and to register with CCWD's insurance
compliance tracking system, MyCOI. Failure to provide the required insurance documentation within this
timeframe may result in the bid being deemed unresponsive.

Business License
Business licenses will be verified with the issuing agencies and references will be checked.
Prevailing Wage
Pursuant to Section 1770, et seq., of the California Labor Code, the successful bidder shall pay not less
than the prevailing rate of per diem wages as determined by the Director of the California Department
of Industrial Relations. Bidders can download the current prevailing rate of per diem wages directly
from the California Department of Industrial Relations.

to indicate herewith any exceptions to the Purchase Order Terms and Conditions/Sample Agreement
shall forever waive any such exceptions, see the Bid Guarantee (Attachment E).

Unless otherwise specified herein, bidders shall be required to provide all electronic deliverables or

form which meets Americans with Disabilities Act (ADA) requirements. Specifically, electronic

Compliance is a material requirement of this ITB. Any bid which includes a disclaimer of warranty or

Any changes, additions, or deletions to this ITB will be in the form of written Addenda issued by the
Contra Costa Water District and posted to PlanetBids. CCWD will not be responsible for failure of any
prospective bidder to receive such Addenda. All Addenda so issued shall become part of this ITB.

Questions concerning Solids Dewatering Services should be directed on CCWD's PlanetBids website in Q
& A section and must be received by 4:00 p.m. (PST) Monday, March 31, 2026. Responses to all questions
received by the due date will be published on PlanetBids and CCWD will issue an Addendum to the ITB
on Tuesday, April 7, 2026.

SCOPE OF WORK
The work to be performed under this contract consists of providing complete services for dewatering,
hauling, and disposing of water treatment solids generated at the Bollman Water Treatment Plant WTP.
There will be two dewatering sites, one located at Bollman WTP, 2015 Bates Ave., Concord, CA, and the
other within the Central Contra Costa Sanitary District (CCCSD) Wastewater Treatment Plant, 5019
Imhoff Place, Martinez, CA.
The dried solids will be disposed of at the Republic Services - Keller Canyon Landfill in Pittsburg,
California, or alternative sites TBD. The address for Keller Canyon Landfill is 901 Bailey Road, Pittsburg,
CA 94565.
On an "as-needed" basis, CCWD is seeking mechanical dewatering for on-site solids at the Bollman
WTP, 2015 Bates Avenue, Concord, CA, and Randall-Bold WTP, Oakley, CA sites to include solar drying
and solids turning & hauling based on the CCWD's need.
Contractor shall take complete responsibility for the water treatment solids from discharge into the
basins through disposal in full and complete compliance with the obligations of CCWD under the Lease
between CCCSD and Contra Costa Water District for Drying Basins ("Lease.") A copy of the lease is
provided as Attachment J.
Work will include at a minimum:
* Operate the CCCSD solar drying basins according to the Operations Plan developed by CCWD
(Attachment G). Average monthly solids production has been 525,000 gallons per month. Basin
II must be completely clean at the end of the dry season (October 31) and at the end of the
Contract Term (June 30). It is anticipated that the Contractor will not be on-site during the wet
weather months (November - March). Dry weather months are included in the Scope as an
example. The period of work will be designated by CCWD based on weather conditions. CCWD
will provide 14-day notice for commencement of operations and cessation of operations.
Mechanical aeration/stirring of the water treatment residuals during the drying cycle is required
for successful operation.
* On an "as needed basis," furnish and operate decant pump assembly to withdraw clear decant
water near the water surface. Any decant water transfer between basins or decant discharge to
CCCSD must be attended to and monitored to prevent solids discharge into CCCSD's sewer
system. The contractor shall be subject to the CCCSD pretreatment requirements and agrees to
take all reasonable measures to comply with CCCSD enforcement orders. The Contractor shall
not discharge into the CCCSD wastewater collection and treatment system any substance
categorized as hazardous. The CONTRACTOR shall furnish all necessary pumps, filters, floats,
hoses, equipment fittings, power, and power connections.
* Dried solids shall be loaded, hauled, and disposed of at the Republic Services - Keller Canyon
Landfill in Pittsburg, California, or alternative sites TBD. CCWD will pay all disposal (tips) and
administrative fees directly to the Republic Services - Keller Canyon Landfill in Pittsburg,
California, or alternative sites. The contractor shall coordinate the timing of loading and
hauling operations with Central Contra Costa Sanitary District (CCCSD). The contractor shall

maintain all necessary permits for hauling. Hauling shall be done using watertight trucks with
tarps. All loads shall be a minimum of twenty-four cubic yards.
* The contractor shall also furnish and maintain personnel sanitary facilities, telephone, lighting,
and personnel shelter, if desired, at his/her cost. At CCCSD, sanitary facilities for onsite
personnel must be approved by the Central Contra Costa Sanitary District.
* Provide a 24-hour contact person in case of emergency.
* Bollman WTP As Needed On-site Mechanical Dewatering: CCWD requests a bid for cost for
optional as-needed services to provide onsite dewatering of solids at the Bollman WTP site on a
per day basis. These optional services may include mechanical aeration ("brown bear") or more
complete dewatering such as provided by a portable centrifuge.
* Randall-Bold WTP As Needed On-site Mechanical Dewatering: Although work at Randall-Bold
WTP will normally be limited to handling dried solids with CCWD responsible for drying
operations, CCWD requests a bid for cost for optional additional as-needed services to provide
onsite dewatering of solids at the Randall-Bold Water Treatment site on a per month basis. These
optional services may include mechanical aeration ("brown bear") or more complete dewatering
such as provided by a portable centrifuge.
Operation is proposed to start on or after July 1, 2026. Dry weather months are included in the Scope
as an example. The period of work will be designated by CCWD based on weather conditions. CCWD
will provide 14-day notice for commencement of operations and cessation of operations. The
Contractor will be paid for the number of months worked.
Available Utilities at CCCSD and Bollman WTP Site
CCWD will make available for the Contractor's use in compliance with CCCSD rules and requirements
during this Contract the following:
* Drying basins and roadways surrounding the basins.
* Reclaimed water: 2-inch hose bib (CCCSD). The Contractor shall furnish the hose(s).
* 120V, single phase power for instrumentation.
CCCSD Basin Condition
Figure 1 shows the solids drying lagoons located at the CCCSD. Original site preparation included
approximately one acre of the 12-inch-thick cement soil layer in Basin II. Subsequently, the remainder
of the lagoon bottom of Basin II was hardened with a 24-inch soil cement (5%) layer. Despite these
repairs, soft spots have occurred in the basin creating some difficulties in operating equipment and
turning-over solids to accelerate drying. Several holes and low areas in both lagoons have been refilled
with rock that has been layered and compacted in some spots. CCWD will provide a limited supply of
aggregate base rock to the Contractor to fill in ruts or holes, as needed, to facilitate drying in Basin II.

Bollman Water Treatment Plant Solids
Operation Plan
Introduction
The Bollman Water Treatment Plant (WTP) Solids Operations Plan (Plan) is designed to provide the
operating parameters for pumping/discharging, drying, and disposing of the solids produced at
Bollman WTP. CCWD is responsible for pumping/discharging solids into the drying basins at Bollman
WTP or a site leased by CCWD from Central Contra Costa Sanitary District (CCCSD) and located at the
CCCSD Wastewater Treatment Plant in Martinez. Drying, loading, hauling, mechanical dewatering, and
disposal will be performed by the Contractor. The responsibilities associated with the lease agreement
with CCCSD are listed in Table 1.

Location and Access to Site
The entrance to the site at the CCCSD Wastewater Treatment Plant is through the main operating gate
on Imhoff Drive. The street address of CCCSD is 5019 Imhoff Place, Martinez, CA 94553-4392. A CCCSD
security guard is posted to check in visitors and log arrivals and departures. The site location inside
CCCSD is shown in Figure 1. Use of any other gates must be approved by CCCSD and must be attended
to if left open or closed and locked when not in use. The Bollman WTP is located in north Concord at
2015 Bates Avenue, Concord, CA 94520.

Operation of Drying Basins
Solids Drying Basin (Basin II) shown in Figure 2 is designed to collect and dry solids. The basins have no
underdrain system and rely on solar drying. The successful operation relies upon five main factors: 1)
mechanical aeration/mixing, 2) decanting, 3) dry weather, 4) depth of accumulated solids, and 5)
operating area.
Basin II will operate in a "fill and dry" mode with Basin III used as a decant/discharge basin.

Basin II is 4.22 acres with an operating volume of 6,840,000 gallons. Basin II is graded to a floor bottom
elevation of approximately 110.0 feet above sea level (National Geodetic Vertical Datum of 1929). It is
expected during the operation of the basins that the ground elevation will decrease as some of the floor
material is carried off with the dried solids. The top of the roadway berms surrounding the basins has
an elevation of approximately 117.0 feet.
Basin III has an area of 1.88 acres with a volume of 2,750,000 gallons. It functions as a decant water
holding pond for evaporation. No solids will be discharged into Basin III. Basin III does not have an
access ramp since there should be only small amounts of solids carryover. Weed and algae growth can
be controlled by draining the basin and removing the vegetation and weeds. Herbicides, algaecides, or
copper sulfate chemicals shall not be applied without the express permission of CCWD and CCCSD.

Filling Operation: When all equipment is removed from the basin in preparation for the fill operation,
solids flow is directed into the basin. The inlet valve on the inlet pipe at the east end of the basin shall
be opened manually by the Contractor and coordinated and reported to the on-duty operator at
Bollman WTP. Likewise, in drying mode, the inlet valve is manually closed by the Contractor and
reported to the on-duty operator at Bollman WTP. Incoming solids concentration will be approximately
2 percent solids by weight.
When the water elevation reaches or exceeds two feet below the top of the berm roadway elevation,
the Contractor should report this to the Water Treatment Supervisor. Discharge to the CCCSD sewage
collection system is performed by lowering the weir gate at the decant structure at Basin III. CCWD
operators will perform this task unless the Contractor is given expressed permission by the Water
Treatment Supervisor to do so.
Decanting: Water Treatment solids are known to settle with "free" or "clear" water forming at the top.
Even without polymers to assist the settling, clarification can be as much as one inch per day
(depending upon solids depth). To accelerate solar drying, the free water sitting on top of the solids
blanket can be decanted into Basin III.
Excess decant water in Basin II at the start of the drying operation can be pumped using a portable
floating pump or a pump suction head dipped into a fixed weir box to accelerate the drying process.
The exact size, type of pump, and pump setup shall be furnished by the Contractor and must be
approved by CCWD. Decant water pumping or weir boxes shall not draw decant water within two inches
of the solids/liquid interface on the top of the solids blanket. Contractor personnel must be present on
the site during the operation of a decant pump while discharging to Basin III.
There should not be any substantial number of solids passed into Basin III. Decant water must be
filtered so that total suspended solids do not exceed 25 mg/l. Discharging exceeding 200 gpm must be
filtered using a sand filter or a high-rate filtering system. This would also be furnished and operated by
the Contractor. Solids collected by filter equipment can be discharged into Basins II.
Both the Contractor and CCWD will monitor the decant water quality at regular intervals. The contractor
must record an estimate of decant water pumped.
Basin III is to be used as a "polishing" basin for additional evaporation and settling prior to discharge
into the CCCSD collection system. Water pumped into Basin III must not include solids drawn from
below the solids/liquid interface. Any decant flow exceeding the weir level at the outlet structure of
Basin III will flow into the CCCSD collection system.
Discharge to CCCSD is measured by a magnetic flowmeter mounted inside a manhole near the decant
structure. The flowmeter has a flow totalized LED display which can be read visually.
Estimated Evaporation/Rainfall Effects: Any excess water from rainfall would be discharged into
CCCSD sewer where the flow would be metered and recorded since CCWD pays fees for discharge to
CCCSD. Permission to discharge must be approved by the Superintendent of Water Treatment prior to
discharge.
