SOURCES SOUGHT NOTICE
This is a Sources Sought notice is being issued for market research purposes to determine the availability, capability, and interest of firms for a potential Government requirement.

Requests for a solicitation will go unanswered. No award will be made from this Notice. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and to gain knowledge of potential sources.
GENERAL SCOPE
Al Udeid Air Base anticipates a potential requirement for a five-year No Cost Agreement involving a contractor who will collect, dispose or recycle, and transport off spec fuel, waste oil, and antifreeze generated by US Air Force and its Coalition Partners. Additionally, the contractor will drain, purge, and dispose of used tires, scrap metal and materials. The contractor will recover recycle, dispose and transport unsuable fluid and gases present in the equipment. Examples of fluids and gases may include refrigerants, oils, nitrogen, oxygen and others generated by US Air Force and its Coalition Partners. The contractor shall provide all personnel, labor, vehicles, supervision, training, fuel, equipment, safety equipment and other items necessary to collect, dispose, or recycle of the abovementioned items.
Contractor will perform the task IAW Final Governing Standards - Qatar (FGS-Q). The contractor will collect, dispose, or recycle all items and remove all debris in a clean, neat and professional manner while on AUAB. Any spills generated during this process shall be disposed IAW the base Hazardous Waste Management Plan. Tasks shall be performed by trained and certified personnel only as required in this document to include inspection, unloading, removal, transportation, storage, recycling, and ultimate disposal necessary for no longer useable petrochemicals in addition to drain and purge all identified no longer useable scrap equipment, materials, and used tires.
It is soleley the Contractor's responsibility to ensure that all employees have the proper passes and identification to gain access to Al Udeid Air Base (AUAB). The contractor will be responsible to obtain acess to the base within 45 days of issuance of the No Cost Contract. The contractor shall be responsible forobtaining any necessary licenses, permits, visas, registrations, etc. required to perform this contract and for complying with any laws, codes, and regulations applicable to the performance of work in the host nation. This includes the responsibilty for any and all AUAB Customs tariffs/fees.

Responses will not be considered an offer, proposal, or bid for any solicitation that may result from this Notice. Morevoer, responses will not restrict the Government to an acquisition approach. This Notice is for information and planning purposes only. Respondents will not be notified of the results of any reviews conducted of the capability statements received.
