ENGINEERING DESIGN, CONSTRUCTION OVERSIGHT &
COMMISSIONING (PV/BESS FACILITY RED MESA TAPHAH
PHASE II) EPC AND O&M
Navajo Tribal Utility Authority (NTUA) invites qualified companies (“Proposers”) to submit a
written proposal for Turn-key Engineering, Procurement and Construction (“EPC”) for a
photovoltaic solar generation and battery storage (BESS) facility located on a site controlled by
NTUA on the Navajo Nation (together the “Project”).
Instructions and Scope of Work can be obtained from Andrea Hale, Contract Administrator, by
email andreah@ntua.com or at NTUA Purchasing Department, North Navajo Route 12, Fort
Defiance, Arizona.
Proposal and Cost shall each be submitted in separate PDF attachments clearly marked:
for the Proposal “DO NOT OPEN NTUA PV/BESS FACILITY RED MESA TAPAHA
PHASE II (PROPOSAL)” and for the Cost “DO NOT OPEN NTUA PV/BESS FACILITY
RED MESA TAPAHA PHASE II (COST)” and received by March 23, 2026, at 5:00 p.m.
(DST).
