Project Description: WEST PENNSBORO TOWNSHIP will receive sealed proposals online via PennBid for the Biosolids Hauling and Disposal Contract until 12:00 PM, prevailing time, on March 12, 2026 at which time the Bids received will be opened and made available to the bidders.
All documents and solicitation details are available at no cost at PennBid ( www.PennBid.net ). To access this solicitation, go to https://pennbid.procureware.com and click on “Bids” on the left-hand side of the website. Search the “number” column for “West Pennsboro Township – Cumberland County.” The “title” of the project is “BIOSOLIDS HAULING AND DISPOSAL CONTRACT”. Proposals shall be completely filled in and properly signed by the Bidder or authorized agent of the Bidder. Bids may not be withdrawn after the time fixed for the opening.
The Township makes no representations as to the total gallons of biosolids available for hauling and disposal during the term of the contract.
Each proposal must be accompanied by a certified check or bid bond in an amount not less than ten percent (10%) of the Bidder’s estimated amount for the two year contract and made payable to WEST PENNSBORO TOWNSHIP, in accordance with the provisions contained in the contract documents.
The lowest responsible Bidder selected by the Township will be required to submit a renewable performance bond and/or certified check as performance security in an amount equal to 100% of the Bidder’s estimated contract amount.
Bidders can utilize the PennBid Program without any initial or recurring costs. A fee of 0.33% of the bid total, capped at $6,000, is assessed only to the bidder who is awarded the project.
