The Lowell Housing Authority, in collaboration with its nonprofit development affiliate Revitalization Effort Toward New Urbanism, is requesting both for-profit and nonprofit entities interested in serving as Development Partner for the Quimby Avenue Parcel 2 development project to submit proposals for consideration.
RENU seeks to demolish an existing warehouse and develop at least 23 affordable units in the Highlands neighborhood of Lowell, Massachusetts. The site is currently owned by LHA, and it is near LHAs Highland Parkway public housing development. The site area is 0.547 acres and bounded by existing development.
Development Program Requirements and Preferences
RENU is committed to providing multifamily housing affordable to moderate-, low-, very low-, and extremely low-income households, and to continuing to serve the needs of existing residents across the city. The Quimby Avenue Parcel 2 development is intended to provide replacement housing for 23 occupied units in the LHAS state-aided public housing portfolio. The minimum required unit mix is shown in Table 1. If some of the existing tenants choose not to relocate to the new development, RENU may adjust the preferred unit mix to reflect the composition of the LHA waitlist. RENU is also interested in design flexibility for future unit reconfiguration as described further in the Development Plan Submission Requirements in Section 4.0.10. RENU encourages proposers to conduct preliminary zoning and feasibility analyses to propose a design that produces an optimal unit yield and conforms with zoning standards or can justify a variance from zoning standards.
