Notice Inviting Proposals
Hanson Bridgett LLP (Hanson Bridgett), on behalf of the West County Wastewater District ("WCW"), is seeking proposals from qualified firms to provide a comprehensive Laboratory Evaluation and Ventilation Assessment for its Water Quality Resource and Recovery Plant (WQRRP) to determine whether the existing laboratory facilities meet current industry standards, safety regulations and best practices applicable to wastewater analytical laboratories, which will include the following services: evaluation of the current laboratory layout, design, and ventilation system for compliance with applicable standards; assessment of laboratory environmental conditions (temperature, humidity, and air balance) affecting analytical integrity; identification of health, safety, and operational deficiencies; and recommendation of upgrades or improvements to achieve compliance with recognized codes and to enhance laboratory efficiency and safety ("Services"), as further detailed in Section 3, Scope of Services. If approved by WCW's Board of Directors, the successful Proposer will execute an agreement with Hanson Bridgett in the form of Attachment A for one (1) year base term.
The project scope, content of proposal, and selection process are summarized in this Request for Proposals ("RFP"). Hanson Bridgett intends to adhere to the solicitation schedule shown in the Timeline below, which is subject to change at Hanson Bridgett's sole discretion.

All proposals and questions must be submitted to Julian Viksman by email at jviksman@hansonbridgett.com , in accordance with the solicitation schedule. All Questions submitted and answers provided will be electronically distributed to Proposers via email, pursuant to the solicitation schedule in the Timeline below.
Proposals will not be accepted after the proposal submission deadline. An incomplete proposal or a proposal that does not conform to the requirements may not be considered, in Hanson Bridgett's sole discretion. Issuance of this RFP does not obligate Hanson Bridgett or WCW to award a contract. Hanson Bridgett is not liable for any of Proposer’s costs to prepare and submit a proposal. Hanson Bridgett may award all or parts of this contract to several Proposers, select no Proposers, and/or to re-solicit proposals. By submitting a proposal, the Proposer agrees that it has read and understands all requirements and conditions of this RFP.
Submission of a proposal constitutes a firm offer to Hanson Bridgett for 180 days from the deadline. Submission of a proposal indicates an intent to be bound to the conditions contained in this RFP unless a clear exception request is included in the proposal.
WCW provides wastewater collection and treatment services to approximately 100,000 residents. WCW is a political subdivision of the State of California and operates as an independent special district. WCW's current political boundaries are comprised of the City of San Pablo, a portion of the City of Richmond, a portion of the City of Pinole, and some unincorporated areas within western Contra Costa County.
WCW's system includes 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of pressurized force mains, and a water quality resource recovery plant with a National Pollutant Discharge Elimination System (NPDES) permitted capacity of 12.5 million gallons per day.
WCW operates the WQRRP at 2377 Garden Tract Road, Richmond, CA 94801. The on-site analytical laboratory supports WCW’s process control and compliance sampling and testing.
Issacs Forensic Laboratories was previously retained to conduct a mold assessment report (Report) of the laboratory. Proposers may need to review the Report in order to submit a complete proposal. All Proposers must complete and sign a Non-Disclosure and Confidentiality Agreement (NDCA) in order to receive the Report. To obtain the NDCA, Proposers must email Julian Viksman at JViksman@hansonbridgett.com. Upon receipt of an executed NDCA, Hanson Bridgett will email the Report to the Proposer.
