The Naval Air Systems Command (NAVAIR) intends to negotiate and award a modification to Delivery Order N0001923F0040 under Basic Ordering Agreement N00019-18-G-0018, with BAE Systems Aerospace and Defense Group, Phoenix, AZ, for production and delivery of 35 A/P22P-20 Parachute Ensemble (PSE) to include subsystems, related assemblies, components, Program Management, and Engineering and Logistics Support Services for the U.S. Navy and Foreign Military Sales (FMS) customers. This Order will procure PSEs to be supplied as Government Furnished Equipment for production installation on the E-2D Advanced Hawkeye (AHE) aircraft.
BAE is the sole designer, developer, manufacturer and integrator of the PSE. BAE has the experience, special skills, proprietary technical documentation, facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services. Accordingly, BAE is the only known qualified, responsible source that can fulfill the requirements specified herein. The Government intends to solicit and negotiate with only one source under the authority of Title 10, U.S. Code 2304 (c) (1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
Interested persons may identify their interest and capability to respond to the requirement. All responses received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
