Description
This synopsis is hereby issued in accordance with FAR 5.203. The purpose of this synopsis is to announce the Naval Information Warfare Center Pacific’s intent to solicit, negotiate, and award an Indefinite Delivery, Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) type contract and subsequent modifications on a sole-source basis to National Security Innovations, Inc. (NSI) (CAGE: 4N2R8) of 245 W Central St Natick, Massachusetts 01760-3774. The requirement is to is to provide actionable assessments of complex operational and strategic challenges in support of Strategic Multilayer Assessment (SMA). SMA conducts multi-disciplinary, multi-method and multi-agency studies that address Commanders’ complex challenges especially in areas that involve behavioral and decision sciences outside Department of Defense (DoD) core competencies. This contract will address operational needs with scientifically-grounded, rapidly-produced behavioral research addressing the impact of human perception and behavior on DoD missions. The contract will provide assessments that will assist the DoD in understanding the human side of defense issues and maintaining United States (US) competitive advantage in an increasingly competitive global environment. Joint Chiefs of Staff Directorate for Operations (J-3) and the Office of the Under Secretary of Defense for Research and Engineering share management and oversight responsibilities for SMA efforts. A draft Statement of Work (SOW) is attached.
The Government anticipates the resultant contract will be for a five (5) year ordering period commencing on/about 01 March 2025. The Government estimates the effort (total contract value) to be between $50-75 million. The applicable NAICS Code is 541990 and the business size standard is $19.5 million. The applicable Service Code is R425 Support - Professional: Engineering/ Technical.
The Government intends to negotiate solely with NSI under the authority of 10 U.S.C. 3204(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. FAR Part 15 Contracting by Negotiation applies.

This notice is not a request for competitive proposals; however, any responsible source believing that it can fulfill the requirement may submit a capability statement which shall be considered by the agency. Interested parties must clearly show the firm’s ability to provide highly specialized subject matter expertise in human, social, behavioral, cultural, and cognitive (HBSCC) scientific theories and methodologies to provide the services described in the SOW without compromising quality, schedule, and cost. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
