CMaR Project: Allakaket First Service Water and Sewer Project

Project Description: ANTHC / DEHE (Owner) will be requesting Statements of Qualifications / Proposals from Construction Manager at Risk (CMaR) organizations (Proposers) for the construction of the following Project, and for related pre-construction CMaR services (see Form 00 52 50 for details):
Allakaket First Service – Phases 1-4
1. Well Completion, Raw Water Transmission Line, Water Storage Tank, Water Treatment Plant
2. Interior Home Improvements, Hauled Water System, Onsite Water Treatment System
3. Sewage Treatment Lagoon
4. Piped Water and Low Pressure Sewer Systems

Owner will receive Statements of Qualifications (SOQs) demonstrating the Proposer’s qualifications and ability to provide CMaR services and construct the Project on the Bonfire portal from which Proposal Documents may be obtained. Response documents may be submitted until 10am local time, Wednesday, 12 November 2025. After that time, Owner will no longer accept Statements of Qualifications. See Requests for Qualifications for details on preparing and submitting the Statement of Qualifications
The CMaR Contract will include the following services and Work:
Work on this Project includes Preconstruction Services. The CMAR will collaborate with the design Consultant, HDL Engineering Consultants, to complete the development of the project’s design (specifications and planset) for all phases of the project. The CMAR will review and comment on each design submittal to improve upon overall constructability of the design and to offer feedback to improve the upon construction execution. See Form 00 52 50, Exhibit A – Scope of CMaR Services for further information. The CMaR contracting documents will be using the EJCDC industry standards.
The CMaR Contractor will be initially selected based on qualifications, experience/track record with CMaR projects, dedicated personnel, and price elements.
The CMaR Contractor will be brought into the design team at the 35% design level. At the 65% design level for development the construction documents, the CMaR Contractor will have the opportunity to submit a guaranteed maximum price (GMP) for stakeholder consideration. The project stakeholders may then choose to issue an award directly without competitively bidding the construction project. If the stakeholders reject the pricing, the Owner reserves the right to solicit competitive bids. CMaR Contractor will not be allowed to submit a bid for the project, either as a prime contractor or as a sub-contractor.
The Contractor shall furnish all labor, materials, equipment, tools, services, testing, and incidentals to complete all Work required by these Specifications and as shown on the Drawings and shall have experience with CMaR project methods.
Estimated Cost Range:
Owner anticipates that the CMaR’s Contract Price for Pre-Construction Services will be between $250,000 and $500,000.
