The Office of the Onikanew of Child and Family Services, on behalf of the Founding First Nations (Loon River First Nation, Lubicon Lake Band, and Peerless Trout First Nation) is seeking Proposals for Bridging Consulting Services from qualified firms for the Transitional Living Homes package as part of the Awas’ak Wiyasiwewin Infrastructure Project (the Portfolio).
The Transitional Living Homes package (the Project) is expected to deliver culturally appropriate facilities to empower the delivery of sustainable, accessible, and community-centered child and family services both on-Nation and off-Nation, as part of the implementation of Awas’ak Wiyasiwewin (Cree for Children’s Law). This early package in the Portfolio includes 60 residential building assets to be delivered in nine different communities (Loon River First Nation, Lubicon Lake Band, Peerless Trout First Nation – Peerless Lake and Trout Lake, Edmonton, Peace River, Slave Lake, Grand Prairie, High Level).
The Bridging Consultant will be responsible for development of the Owner’s Statement of Requirements for the Project to enable subsequent procurement of a Design-Builder and preparation of a corresponding Class B cost estimate required to enable capital funding approval. Subject to applicable phase gate approvals, it is anticipated that the Bridging Consultant will remain engaged through the Contract Administration, Commissioning, Close-Out, and Warranty phases, including performing the role of Payment Certifier for the Construction Contract.
Proponents shall submit Proposal documents via email to Kim Gould (kim.gould@wsp.com) and Jessica Gibeau (jessica.gibeau@wsp.com). Email subject line shall be “Proposal Submission – AWIP Transitional Living Homes – Bridging Consulting Services”.
