MAINTENANCE AND REPAIR SERVICE AGREEMENT FOR NEXTSEQ 2000 (S/N: VH74007)

This is a Notice of Intent, NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Illumina, Inc., 5200 Illumina Way, San Deigo, CA 92122 (USA) to procure a renewal 12-Month Support Plan for NextSeq 2000 System, serial #VH00747.

This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-06 August 29, 2024.

The North American Industry Classification System (NAICS) code for this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million. The requirement is being competed full and open competition, un-restricted, and without a small business set-aside.

The Laboratory of Parasitic Diseases is requesting a contract to provide coverage for parts and

service for any required maintenance of Illumina NextSeq 2000 during the one-year period of

performance specified in the order. The specific equipment and requirement information is below:

NextSeq 2000 Silver Support Plan, S/N VH00747

1. Maintenance includes full coverage for parts, labor, and travel.

2. Reagent replacement upon Hardware (HW) failures.

3. One (1) preventative maintenance inspection per agreement year.

4. Remote Technical Support 18x5.

5. 2 business day on-site response target.

6. Software (SW) and HW updates.

7. On- site applications support.

8. Discounts on advanced training.

9. Remote monitoring available.

Period of Performance: 12/16/2024 to 12/15/2025

Place of Performance: NIH, NIAID, BLDG 50, Louis Stokes Laboratories, 50 South Drive, Bethesda, MD 20814

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide this service may submit a capability statement along with a copy of agreement with manufacturer to service Illumina equipment to be considered by 12:00 pm EST, November, 15th 2024. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
