USAFA - Cascade Wind Tunnel Removal

Amendment 1 (30 Jul) accomplishes the following:

1. Extends the due dates for questions and quotes


2. Updates the CLIN structure


3. Adds Attachment 5 - Asbestos Inspection Report


4. Updates the Combined Synopsis-Solicitation

I. DESCRIPTION

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with (IAW) FAR Overhaul (RFO) part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.

Solicitation number FA700026Q0058 is issued as a request for quotation (RFQ) for the dismantling, removing, and disposing of an obsolete government-owned Cascade Wind Tunnel (CWT), associated duct work, and HVAC system located at the United States Air Force Academy (USAFA), Colorado.

This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) code is 238290 and the small business size standard is $22M. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

NOTICE TO VENDORS

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date, with no obligation to reimburse any vendor for any costs.

III. DESCRIPTION OF SERVICE

The United States Air Force Academy, Colorado, requires a contractor to provide all labor, supervision, tools, materials, and equipment necessary to dismantle, remove, and dispose of an obsolete government-owned Cascade Wind Tunnel (CWT), associated duct work, and HVAC system IAW the attached Performance Work Statement (PWS). Key tasks include but are not limited to:

1. Draining of all system fluids, including any oils, coolants, or hydraulic fluids, prior to disassembly.


2. Disassembling and removing the CWT, mounting frames, HVAC unit, and ductwork including the removal of all associated hardware, fasteners, and support structures from the floors, walls, and ceiling.


3. Safely tracing, disconnecting, Lock-Out/Tag-out (LOTO), terminating, capping, and securing all mechanical and electrical utility connections formerly supplying the CWT and HVAC systems.


4. Removing all dismantling debris and disposing of the equipment as scrap, providing the Government with certified weight tickets.


5. The Contractor is solely responsible for identifying, obtaining, and maintaining all permits, licenses, and certifications required to perform this work. The Contractor shall strictly abide by all applicable Air Force instructions and local, state, federal, and environmental laws, codes, and regulations --including environmental handling (e.g., refrigerant recovery, fluid disposal) and occupational safety standards --throughout the duration of the project.

IV. PLACE AND PERIOD OF PERFORMANCE

Place of Performance:

USAFA Aeronautics Laboratory

2410 Faculty Drive USAF Academy, CO 80840.

Period of Performance:

Estimated period of performance: 30 calendar days from date of award.

No separate reimbursement will be authorized for contractor travel or commuting expenses.

V. SOLICITATION PROVISIONS

The full list of provisions applicable to this acquisition are included in Attachment 2.

The provision at RFO 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (Jul 2026) and the addenda below apply to this acquisition.

Addenda To RFO 52.212-1:

a. Submission of Quotes.

i) Quotes should include the following: solicitation number; contact name, address, e-mail, and telephone number; CAGE code; UEI number; and business size/socioeconomic status under NAICS code 238290.

ii) Quotes must include the following:

1. Part I – Factor 1: Technical Documentation.
   
   ​​​​​​(a.) General: The written technical documentation shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The documentation should not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the quoter intends to meet these requirements. Quoters shall assume the Government has no prior knowledge of their capabilities and experience and will base its evaluation on the information presented in the Quoter’s technical proposal.
   
   (b) Submission Requirement: Quoters must submit a technical performance plan that clearly demonstrates the vendor’s understanding of the Performance Work Statement (PWS) and its approach to performing the required work. At a minimum, the Technical Plan shall address the dismantling methodology and sequence of work, a utility safing plan, debris removal and disposal, and a proposed schedule.
   
   


2. Part II – Factor 2: Past Performance
   
   No formal past performance volume or reference questionnaires are required to be submitted with the quote. The Government will review past performance using data retrieved directly from government-wide databases (such as CPARS, SPRS, the System for Award Management, and FAPIIS.gov IAW RFO 9.104-6). The Government reserves the right to use any information available through interviews with Program Managers, Contracting Officers, and any persons who can speak to the quality of previous performance.

   Part III – Factor 3: Price Quotation.
   
   Submit pricing in accordance with the contract line-item (CLIN) structure listed in Section II. Prices must be rounded to the nearest whole dollar. If there is conflict between the unit price and extended or total prices, the unit price will be used to determine the evaluated price. (Note: The Government will not provide contract financing for this acquisition.)

   
   

iv) Acknowledgment of Amendments:

Quoters must acknowledge all material amendments to the solicitation (if any) prior to the deadline specified for the receipt of quotes.

v) Questions:

All questions and requests for clarification must be provided in writing to evan.schwarzbart@us.af.mil and tammy.martin.6@us.af.mil no later than 4:00 p.m. Mountain Daylight Time on July 31, 2026. Answers will be posted to SAM.gov as an attachment to this solicitation.

b. RFO 52.212-1(b) is amended as follows: The Quoter agrees to hold the prices in its quote firm through September 30, 2026.

c. Companies must be registered in the System for Award Management (SAM) to be considered for award.

EVALUATION AND BASIS FOR AWARD

The provision at RFO 52.212-2, Evaluation--Commercial Products and Commercial Services (Jan 2026), and the addenda below apply to this acquisition.

Addenda to RFO 52.212-2:

a. All quotes submitted will be reviewed for completeness. Quotes that are incomplete, fail to provide the required technical documentation, or miss required pricing details may be considered non-compliant and excluded from the evaluation. It is the quoter’s sole responsibility to ensure their quote meets all the requirements identified within this synopsis/solicitation.

b. RFO 52.212-2(c) Notice of Award is amended as follows: The Government intends to issue an offer in the form of a firm-fixed-price purchase order to the selected quoter. A binding contract is formed when the supplier accepts the Government's offer, either by written acceptance of the purchase order or by substantial performance.

c. Basis of Award.

In accordance with RFO 12.203(c)(2), the Government will perform a comparative evaluation of all compliant quotes received to select the vendor that is best suited and provides the best value, considering the evaluation factors in this solicitation.

The evaluation process follows:

Step 1: The Government will evaluate each quote, factor by factor, and document the noteworthy observations for each quote for the non-price factor(s).

Step 2: After evaluating all quotes for one factor, the Government will determine which quote to be the most advantageous.

Step 3: The Government will continue evaluating the remaining non-price factors repeating steps 1 and 2 above.

Step 4: Lastly, the Government will perform a tradeoff of all factors, to include price to select the overall best value to the Government.

VI. SOLICITATION CLAUSES

The full list of clauses applicable to this acquisition are included in Attachment 2.

Addendum to RFO 52.212-4(d) Changes.

Administrative changes in the terms and conditions of this contract may be written unilaterally by the Government. All other changes in the terms and conditions of this contract may be made only by written agreement of the parties.

VII. QUOTE DUE DATE/TIME:

To be considered for award, quotes must be emailed to: Mr. Evan Schwarzbart (evan.schwarzbart@us.af.mil) and Mrs. Tammy Martin (tammy.martin.6@us.af.mil) no later than 4:00 P.M. Mountain Daylight Time (MDT) on Aug 7, 2026. (Note: .zip files are not an acceptable format for the Air Force Network. It is the vendor’s responsibility to confirm receipt of quote.)

VIII. SITE VISIT:

A one-time optional site visit will be offered on July 29, 2026, at 2:00 P.M. MDT at the USAFA Aeronautics Laboratory.

• To attend, vendors must submit their full name to evan.schwarzbart@us.af.mil and tammy.martin.6@us.af.mil no later than 11:00 a.m. MDT on July 28, 2026.


• All contractor personnel must present a valid Real ID-compliant identification (or second approved form of government-issued identification) at the Visitor Control Center (VCC) to be issued their entry credentials prior to the site visit. Foreign Nationals must have a valid passport, valid visa, permanent residency card, or valid work permit.


• Note: Attendance is optional; failure to attend the site visit will not disqualify a vendor.
