Description

This Sources Sought is not a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). There is no commitment by the Government to issue a solicitation, make awards, or pay for respondents’ expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued resulting from this notice will be in a separate announcement. The purpose of this notice is to survey interest and obtain capability statements from industry to assist the Government in shaping the acquisition strategy.



The U.S. Army Corps of Engineers (USACE) Europe District is planning a procurement for an Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple-Award Task-Order Contract (MATOC) for Environmental Compliance and Hazardous Material-Waste Management Support Services in the countries of Germany, Belgium, and the Netherlands. Approximately 15% of the contract capacity may support other countries within the U.S. Army Corps of Engineers Europe District's (CENAU) area of responsibility (AOR) as mission needs evolve across the European Command (EUCOM) and African Command (AFRICOM) regions.



The MATOC will have a five-year ordering period with a maximum capacity of $40 million. The MATOC will expire at the end of the ordering period or when the maximum capacity is reached, whichever comes first. The North American Industry Classification System (NAICS) code for this procurement is 541620 – Environmental Consulting Services.



The Government anticipates issuing a Request for Proposal (RFP) around March 2025, with an ordering period beginning no earlier than the 3rd Quarter of FY25. The solicitation will use the procedures outlined in FAR Part 15, FAR 16.5, and other applicable regulations and supplements.



PROJECT DESCRIPTION



Under the planned contract(s), the Contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment, and incidental services necessary to execute and document environmental compliance and hazardous material/waste management support at Department of Defense (DoD) facilities. The scope of work includes, but is not limited to:



1. Environmental Compliance



Tasks to support compliance with U.S. and host nation environmental regulations (e.g., AR 200-1, DoDI 4105.05, FGS, AE 200-1, AE 200-2) include:




  • Media Monitoring & Management: Implementation of FGS requirements, monitoring, and environmental compliance efforts.

  • Document Development & Updates: Creation and maintenance of environmental management plans, SOPs, and instructions.

  • Compliance Inspections: Multi-media compliance inspections and management efforts.

  • System Support: Environmental Performance Assessment Systems (EPAS) and Environmental Management Systems (EMS).

  • Planning & Training: Environmental planning, awareness training, and project-specific plans (e.g., work plans, quality control, accident prevention).

  • Specialized Studies: Noise, air quality, potable water, stormwater, and sewer system surveys and assessments.

  • Site Characterizations: Environmental baseline and closure surveys (EBS/EBC), including sampling, drilling, well installation, and analytical testing.

  • Modeling & Mitigation: Groundwater modeling, fate and transport analyses, and mitigation strategies for asbestos, lead-based paint, PFAS, and other hazardous substances.

  • Resource Services: Archaeology, cultural resource management, and protection of natural resources (e.g., Natura 2000, threatened species).

  • Energy Management & UXO Surveys: Conducting energy assessments and unexploded ordnance evaluations.

  • Technical Documentation: Preparation of decision documents, technical reports, and Host Nation permit coordination.

  • GIS & Database Support: Geographic Information System (GIS) mapping, environmental database updates, and master planning support.



2. Hazardous Materials-Waste Management Support



Tasks to ensure compliance with hazardous material/waste management regulations include:




  • Pollution Prevention (P2): Program management and solid waste management, including recycling.

  • Inspections & Training: Hazardous material/waste (HM/HW) inspections, corrective actions, and training support.

  • System Support: Database management, environmental reporting, and tracking system maintenance.

  • Spill Response & Disposal: Development and updates of spill response plans, pesticide management, and hazardous material disposal, including contaminated soil and building materials.

  • Reuse & Recycling: Support for hazardous material reuse centers and waste reduction initiatives.



This comprehensive scope ensures compliance with DoD and host nation regulations, safeguards environmental resources, and supports mission-critical operations.



CAPABILITIES STATEMENT



Vendors interested in the potential procurement shall submit a brief capabilities statement in English with the following information to assist the Government in developing the acquisition strategy:




  1. Company name, physical and mailing address, CAGE code, and UEI number; and point of contact with phone number and e-mail address.

  2. Describe experience in performing similar services:

    a. Explain if work was performed as a prime or subcontractor.

    b. Specify location (city and country) of services and names of customers/agencies served.

    c. Timeline of projects and value in local currency.
