Project: Lithium Processing Facility Underground Utilities at the Y-12 National Security Complex, Oak Ridge, Tennessee
Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for installation of underground utilities at the Lithium Processing Facility (LPF). Interested parties are encouraged to reply to this expression of interest if you can provide one or more of the services listed below.
Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) facility that is managed and operated by CNS.
General Scope Description for Lithium Processing Facility: The site is located along the main road into Y-12 (Bear Creek Road) just west of the main entrance portal in the north-northeast portion of Y-12. LPF is bounded to the north by Bear Creek Road, to the west by the North Portal Road, to the south by First Street, and to the east by the Elza switchyard (EU-3). The site footprint is approximately 22 acres.
The subcontractor shall perform all procurement, excluding Company-Furnished Equipment (CFE), and construction execution activities required to install underground utilities for the LPF. Building construction is excluded from this scope and will be performed by a follow-on contractor.

The LPF Underground Utilities subcontract will be a fixed price subcontract with lump sum and fixed unit rate pay items with multiple schedule milestone incentives. The LPF Underground Utilities scope of work will be awarded using the tradeoff approach for evaluation.
