Justification for Sole Source:
Jeppesen ForeFlight is the only provider capable of delivering the required integrated military dispatch and navigation data services compatible with the USCG’s Gulfstream C-37A/B & C-39A aircraft and Honeywell avionics suite. The services are essential for meeting FAA, ICAO, and host-nation requirements, and for ensuring safe and compliant global operations. No other vendor can provide the required compatibility, integration, and security necessary for USCG’s mission-critical executive airlift.

No solicitation is available for this requirement. However, any firm that believes it can meet the requirements may submit a capability statement, which may be considered by the agency. Responses must provide clear and convincing evidence that competition would benefit the government and that interested parties would be likely to participate.

Interested vendors should submit a capability statement detailing their technical approach, relevant past performance, and ability to meet all requirements outlined in the Performance Work Statement (PWS).
