Description

THIS IS A SOURCES SOUGHT NOTICE AND IS BEING ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. NO REIMBURSEMENT WILL BE MADE BY THE GOVERNMENT FOR ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE.





The U.S. Army Corps of Engineers, Engineer Research and Development Center is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills, and capability to provide a one-month rental of industrial equipment with the specifications listed below. The equipment shall be operated by government personnel following contractor delivery and initial setup. The requested equipment is to be delivered to Camp Casey in Dongducheon, South Korea. Details of the required equipment are provided below. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project.





Description of Requirement:

The following equipment is required:




  • Two (2) 10,000-12,000 lbs. Mini Excavator with blade and bucket each

  • One (1) 2,900-3,100 lbs. Compact Track Loader with Smooth Bucket

    • 36” trench blade (if unavailable; the contractor must propose alternative to government for government approval)







The government will accept equipment after conducting inspection and operational testing. Contractor will provide safety and environment compliance regulations, and warranty documentation for equipment. If maintenance is required during the rental period, the government will contact contractor to arrange servicing.





The contractor will propose delivery method: delivery and return costs, timeline, method of transport, procedures and return conditions requirements for government approval. The contractor will be responsible for provide insurance during transport.

Requested Delivery Date/Period of Performance:

Requested period of performance of June 12 - June 30, 2025 (dates may shift slightly if travel issues arise) – One month rental.

All interested, capable, qualified (under NAICS code 532490) and responsive contractors are encouraged to reply to this Sources Sought Notice. The DRAFT Description of Requirement (DOR) is attached. Please note this is subject to change.

  1. Capabilities Statement: A description of capabilities in providing 1) the minimum required capabilities described in the DRAFT DOR and 2) Experience- previous procurement information, including contract numbers and customers, is recommended.


  2. Proposed Delivery Method: The contractor will propose delivery method to include delivery and return costs, timeline, method of transport, procedures and return conditions requirements for government approval. **Please note: The contractor will be responsible for provide insurance during transport.


  3. Projected Lead Time for Completion: Please provide a projected lead time for completion/anticipated delivery date to South Korea.


  4. Estimated Cost: Please provide an estimated cost for the successful completion and delivery of the equipment for the one-month equipment rental as described within the DRAFT DOR. Please include the cost breakdown for the equipment and delivery/shipping, etc.


  5. Business Status (based on NAICS 532490): Please indicate the business status of your company (Including all Socio-Economic Categories if applicable: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business, etc.).




Not responding to this Sources Sought Notice does not preclude participation in any future Request for Quote (RFQ), if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. All information received in response to this Sources Sought Notice marked Proprietary will be handled accordingly.

The Government will not reimburse companies for any costs associated with the submissions of their responses.
