ADVERTISEMENT FOR REQUEST FOR PROPOSAL
On behalf of Anchorage Community Land Trust (ACLT), Cook Inlet Housing Authority (CIHA) will accept
proposals from responsible and responsive contractors for the Kitchen Incubator project located at 3709
Mountain View Drive, Anchorage, Alaska.
Mountain View is Anchorage's most food-insecure neighborhood and home to one of the most vibrant
food entrepreneurial communities in the state. Immigrants, refugees, and local small business owners
have the skills and the drive, but no access to licensed, commercial-grade kitchen space. This building
changes that. When complete, the Kitchen Incubator will provide four shared commercial kitchens
available to food entrepreneurs at affordable rates, giving them the space to test ideas, grow
businesses, and build economic independence. The project is developed by ACLT, whose Set Up
Shop and Grow North Farm programs have served over 600 small businesses in Mountain View
and throughout Anchorage. CIHA is ACLT's development partner and owner's representative.
The scope of work for this project includes, but is not limited to, the new ground-up construction of a
single-story, approximately 6,026 SF commercial kitchen incubator facility located at 3709 Mountain View
Drive, Anchorage, Alaska. The building is Type VB construction, Occupancy Group F-1, slab-on-grade,
non-sprinklered, with a wood frame and built-up roofing system. Interior program includes four
commercial kitchens, dry and cold storage, locker rooms, a meeting room, reception, office, break room,
mechanical room, and common restrooms. All MEP systems, site work, civil improvements, and utility
connections are included in the work. Kitchen equipment is Owner-Furnished, Contractor-Installed
(OFCI) and the GC is responsible for all MEP rough-ins, coordination, installation, and commissioning of
Owner-supplied equipment. The Contractor shall manage all construction traffic and pedestrian safety in
consideration of Clark Middle School and the active bus stop at the property line, in accordance with an
approved traffic control plan.
The anticipated Notice to Proceed date is June 1, 2026. Substantial Completion is required by August
31, 2027.
100% Performance and Payment Bonds naming ACLT and Cook Inlet Housing Authority, as co-
obligees will be required for the project.
Proposals must be submitted via email to asovitski@cookinlethousing.org and be received by the
deadline below. Proposals received after this deadline shall not be accepted. It is the proposer’s
responsibility to ensure timely delivery.

to pay for any cost incurred in the submission of Proposals or any other costs incurred prior to the
execution of a contract.

REQUEST FOR PROPOSAL
On behalf of Anchorage Community Land Trust (ACLT), Cook Inlet Housing Authority (CIHA) will
accept proposals from responsible and responsive contractors for the Kitchen Incubator project
located at 3709 Mountain View Drive, Anchorage, Alaska.
Proposals must be submitted to the Project Manager via email with the subject line: RFP Kitchen
Incubator [COMPANY NAME]. Clearly identify in the email body number of attachments and file names
that are being submitted in the single email.
Email proposals in PDF to: asovitski@cookinlethousing.org Proposals must be received no later than the
deadline according to the time and date received by CIHA’s email server.
Proposals shall be submitted as PDF documents not to exceed 20 MB each. The bid bond may be
submitted as a separate PDF attachment from the surety if required by the bonding company. No other
attachments or file formats will be accepted. Faxed proposals will not be accepted.
CIHA will send an email acknowledgment of receipt within one business day. If you do not receive
acknowledgment, contact the Project Manager Amie Sovitski at asovitski@cookinlethousing.org or (907)
793-1343.
All proposals must be submitted with forms supplied in this RFP and are subject to all requirements
of the RFP documents. All proposals must be regular in every respect, and no interlineation, excisions,
or special conditions shall be made or included in the Proposal Pricing Form by the Offeror.
QUESTIONS
CIHA will not be bound by any oral interpretation of this RFP. Questions are encouraged and must be
sent via email to Project Manager, Amie Sovitski at asovitski@cookinlethousing.org by the deadline in
the Specified Dates. Questions received after the deadline will be disregarded. Substantive issues
received by the deadline will be answered by addendum to all plan holders.
No questions shall be directed to any other ACLT/CIHA employees or CIHA representatives.
