Civic Center Complex Planning Consultant

The City of Salem is seeking sealed proposals from qualified Offerors to provide an assessment and study for the City’s Civic Center Complex. The City anticipates a phased approach and intends to award a contract for Phase I as outlined and additional optional future phases based on the results of Phase I, in accordance with Request for Proposal (RFP) # 2025-030.

There will be a non-mandatory virtual Zoom pre-proposal meeting held at 10:00 A.M. ET on Thursday, May 8, 2025, to answer any questions from interested parties. Sealed proposals must be received by hand delivery, mail or electronic submission through eVA at www.eva.virginia.gov no later than 3:00 p.m. ET on May 29, 2025, at which time proposals will be opened. The City of Salem reserves the right to reject any or all proposals and to waive any or all informalities or irregularities in any proposal. The City reserves the right to award as it deems in the best interest of the City of Salem.

No proposal may be withdrawn after opening except for clerical errors, as set forth in Section 2.2-4330 of the Virginia Code. Offeror must give the City a notice in writing of the request to withdraw a proposal within two (2) business days after conclusion of opening.
