The Mission and Installation Contracting Command - Fort Irwin intends to award a firm fixed-price sole source contract under the authority of FAR Subpart 13.106-1(b)(1)(i) and (ii), which allows for solicitation from only one source when circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Requirement Description: The TOCNET system is essential for the execution of division-level mission command operations in the 52ID Division Tactical Operations Center (DTOC), Network Operations Security Center (NOSC), and other areas within the Operations Group at the National Training Center. This system enables FM communications in support of rotational units and ensures the safety of Observer Coach/Trainers (OCTs) in the training area.

The current TOCNET equipment has been in continuous operation since 2014 without a lifecycle or replacement support. The equipment's degradation has significantly impacted on the Operations Group’s ability to effectively command and control operations via FM communications, posing risks to mission execution and safety.
