Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Howmedica Osteonics Corp. d/b/a Stryker Sales, LLC (Stryker) for a two (2) year contract at a total cost of $8,820,306.60 for the purchase of LifePak 35 monitor and defibrillator devices, supplies, accessories, maintenance, and licensing for the Fire Rescue Department. Stryker is the exclusive provider of the product and does not authorize any third parties to sell these products. Additionally, Stryker solely provides factory-authorized inspection and repair services. This procurement is being made in accordance with Section 3-205(2)(b) of the County’s Procurement Policy as this service is required to maintain compatibility with an existing integrated system, as these devices are designed to seamlessly integrate with the existing device system and the department’s existing software system, and is only reasonably available from one source. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
