The City of Tucson is seeking proposals for a private firm to provide intergovernmental services and represent the City as its designated contract lobbyist at the Arizona State legislature and Arizona State Government. This firm will be responsible for developing, representing, and advocating for the interests of the City of Tucson by fostering and maintaining the City's relationships with the Office of the Governor, State legislators, State governmental entities and other Arizona local governments, organizations, utilities, and private sector partners with similar or opposing interests. The Consultant will represent the City in all areas of municipal government service including but not limited to finance, transportation, water, environmental services, police, fire, and parks and recreation among others.
Tucson operates with a Council-Manager form of government, is the county seat of Pima County and is the home to the University of Arizona. Tucson’s population is approximately 542,000 within a metropolitan region of just over one million people. Tucson is the second-largest city in Arizona behind Phoenix, anchoring the southern portion of the Arizona Sun Corridor. The city is located 118 miles southeast of Phoenix and 60 miles north of the U.S.-Mexico border. Tucson is the 33rd largest city and the 53rd largest metropolitan area in the United States.
Tucson Water serves over 750,000 customers in Tucson and surrounding areas and holds the largest Municipal & Industrial (M&I) allocation of Colorado River water via the Central Arizona Project (CAP). The utility also operates one of the nation’s largest reclaimed water systems, supporting non-potable uses and conserving drinking water supplies.
NO PRE-BID/PROPOSAL CONFERENCE: The City is foregoing a Pre-Proposal conference for this solicitation. Prospective bidders/offerors are invited to contact the assigned Contract Officer with any questions, preferably within 7 days after the solicitation publication date. Please submit questions through the "Question and Answer" feature in OpenGov Procurement. Ordinarily, the purpose of the pre-proposal conference is to clarify the contents of this solicitation in order to prevent any misunderstanding of the City's position. Any doubt as to the requirements of this solicitation or any apparent omission or discrepancy should be presented to the Contract Officer at least 7 days before the submittal due date. The City will then determine the appropriate action necessary, if any, and issue a written amendment to the solicitation. Oral statements or instructions shall not constitute an amendment to this solicitation.
