Description
The purpose of this requirement is to provide contractor support to assist EPA to provide improved management and access of its records and data by supporting EPA's Office of the Chief Financial Officer (OCFO), Office of Budget (OB), and Office of Planning, Analysis and Accountability (OPAA) in the modification and maintenance of the Agency's Budget Formulation System (BFS). The budget system is used as a centralized information technology tool during EPA's budget planning, formulation, and execution processes. The system links budget and performance data in support of EPA's efforts to comply with the requirements of the Government Performance and Results Act.
In September 2024, GSA awarded Task Order (TO) #47QFDA24F0031 for these services and on September 23, 2024, a protest was filed with the Government Accountability Office triggering the Competition in Contracting Act’s stay of performance, which resulted in a lapse of service. The proposed TO is necessary to avoid a further gap in service by restoring EPA’s access to the BFS and provide project management, operations and maintenance, cloud hosting, and intermittent IT services in support of the BFS until the protest is resolved.
