Safety and Security PlanLuzerne County Transportation Authority
Wilkes-Barre, PA
Background:
LCTA is a public transportation provider for the Luzerne County, PA region. Currently, LCTA's bus service provides approximately 800,000 passenger rides yearly. In addition to traditional fixed-route service, LCTA provides American with Disabilities Act (ADA) paratransit service and shared ride services.
LCTA is a municipal authority and is governed by the Municipal Authorities Act of 1945. LCTA is governed by a nine-member Board of Directors. Members are appointed by the Board of Commissioners of Luzerne County. LCTA employs 155 employees in a variety of operating and administrative positions. LCTA operates a fleet of 94 revenue vehicles.
LCTA is funded through a variety of programs at the Federal, State and local level. LCTA follows all applicable third-party procurement policies in accordance with the Federal Transit Administration (FTA) Circular 4220.1F.
LCTA occupied a new facility starting on July 22, 2024. The building is located at 300 South Pennsylvania Avenue, Wilkes-Barre, PA 18702. This building consists of a combination of high bay bus maintenance/storage area in addition to a two-story administrative area and a CNG fueling station is on site.
The total building square footage of the facility is approximately 208,000 square feet and is approximately four times the size of our former facility.
Scope of Work:
After an in-person walkthrough of LCTA's new facility and intermodal transit center located in Wilkes-Barre, PA, the selected consultant in referencing LCTA's facility building plans, and current safety and security-oriented documents will be responsible for developing a comprehensive Safety, Security, and Emergency Preparedness Manual that includes, but is not limited to, the following components:
