* Develop plans, details, outline specifications, phasing recommendations, and procurement-ready scope
information appropriate to the window replacement project.
* Identify applicable code, energy, accessibility, occupied-building, safety, and constructability considerations.
* Prepare an independent construction cost estimate for the window replacement work, including reasonable
allowances, contingencies, and alternates, if appropriate.
D. NBHA Parking Lots - Repaving
* Inspect the parking areas identified by NBHA during the walkthrough and document existing pavement
conditions.
* Recommend appropriate repair/repaving treatments, including milling, paving, base repair, curbing, drainage
adjustments, striping, signage, accessible parking/route considerations, and related site work as applicable.
* Develop plans or marked site drawings, technical scope/specifications, quantities, phasing recommendations,
and an independent construction cost estimate.
* Identify areas where additional survey, testing, civil engineering, drainage analysis, or other specialty services
may be required.
3. REQUIRED SERVICES / DELIVERABLES
* Attend the August 25, 2026 project walkthrough and participate in a project kickoff meeting after award.
* Review available NBHA drawings, prior reports, specifications, and other relevant project information.
* Perform field verification sufficient to develop the proposed scope and pricing documents.
* Prepare written existing-condition findings and recommended scope for each project.
* Prepare drawings/details and technical specifications or scope documents appropriate for contractor pricing and
procurement.
* Prepare an independent cost estimate for each project, identifying assumptions, quantities, unit costs where
appropriate, contingencies, alternates, and exclusions.
* Identify permits, approvals, testing, specialty consultants, hazardous-material coordination, and other
anticipated preconstruction requirements.
* Participate in one review meeting with NBHA and revise the work product based on consolidated NBHA
comments.
* Provide final deliverables electronically in PDF and editable native format, as applicable.
4. WALKTHROUGH
A project walkthrough is scheduled for August 25, 2026, at 1:00 p.m. Firms should attend so that they can observe
existing conditions and develop an informed price proposal. The meeting location will be confirmed by NBHA.
Questions arising from the walkthrough must be submitted in writing by the question deadline.
5. QUESTIONS AND ADDENDA
Written questions are due August 26, 2026, by 3:00 p.m. NBHA intends to issue written responses and any
necessary addendum on August 27, 2026. Oral interpretations are not binding. Firms are responsible for
acknowledging all written addenda in their proposal.
6. PRICE PROPOSAL
The proposal must provide a firm fixed fee, or clearly defined not-to-exceed fee, for each project and a total fee for
all services. The price proposal should identify any reimbursable expenses and optional/additional services
separately. Firms should not assume that services outside the stated scope will be authorized without prior written
approval from NBHA.

7. PROPOSAL CONTENT
* Cover letter and primary contact information.
* Brief description of the firm and relevant public/affordable housing, occupied rehabilitation, building-envelope,
kitchen modernization, and paving/site experience.
* Identification of the architect/project manager and any consultants who will perform the work.
* Proposed approach and anticipated schedule for completing the assignments.
* Price proposal using the format above, with assumptions and exclusions clearly stated.
* Evidence of applicable Connecticut professional licensure and insurance.
* At least three relevant client references.
* Disclosure of any actual or potential conflicts of interest.
* Acknowledgment of all addenda.
8. EVALUATION AND AWARD
NBHA will evaluate responsive proposals based on qualifications and relevant experience, understanding of the
assignments, proposed approach/schedule, ability to perform within NBHA's required timeframe, and price
reasonableness. Because architectural services are professional services, NBHA will consider both qualifications
and price and will not necessarily make an award solely to the firm submitting the lowest fee. NBHA may request
clarification, negotiate scope and price, reject any or all proposals, waive minor informalities when permitted, or
cancel this solicitation when determined to be in NBHA's best interest.
9. FEDERAL / HUD REQUIREMENTS
To the extent this procurement is funded in whole or in part with HUD or other federal funds, the selected firm will
be required to comply with all applicable federal requirements incorporated by NBHA into the resulting agreement,
including applicable conflict-of-interest, equal opportunity, nondiscrimination, records/access, debarment and
suspension, and Section 3 requirements. The selected firm must be eligible to contract with NBHA and must not be
excluded or debarred from participation in federally assisted programs.
10. SUBMISSION
Proposals are due August 31, 2026, by 4:00 p.m. Submit the complete proposal to:

Late proposals may be rejected in accordance with NBHA procurement requirements.
11. NBHA RESERVATION OF RIGHTS
NBHA reserves the right to request additional information, determine proposal responsiveness and responsibility,
negotiate with the selected firm, make an award by individual project or for all projects, postpone or cancel the
procurement, and reject any or all proposals when doing so is in the Authority's best interest and consistent with
applicable procurement requirements.
