Project Summary

Mendocino County is seeking a qualified Professional Engineering firm to provide engineering, environmental, and project development services for a federally funded Highway Bridge Program (HBP) Bridge Preventive Maintenance Program (BPMP) project.

The project is located on Mountain View Road (County Road 510) over Rancheria Creek (Bridge No. 10C-0095), approximately 4.0 miles west of Boonville, California. The existing structure is a single-lane, three-span reinforced concrete T-girder bridge originally constructed in 1935, with subsequent modifications including supplemental steel bents and slope protection improvements.

The project has been accepted into the Bridge Preventive Maintenance Program (BPMP) based on deficiencies identified in the most recent Bridge Inspection Report and documented in the approved LAPG 6A application.The Consultant shall review available records, perform field verification of existing conditions, and evaluate the deficiencies identified in the approved BPMP application and Bridge Inspection Report. The Consultant shall develop recommendations for cost-effective corrective measures consistent with BPMP objectives and funding requirements and shall identify any additional BPMP-eligible work that may be warranted.

Submission Guidelines

Consultants must submit four (4) copies of their State of Qualifications (SOQ): three (3) complete paper copies with original Consultant signature, and one (1) complete copy on USB Flash Drive.  The SOQ must be formatted in accordance with the instructions of this RFQ.  Promotional materials may be attached but are not necessary and will not be considered as meeting any of the requirements of this RFQ.  SOQs shall be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFQ No. 260018,” and delivered by 2:30 PM, July 31, 2026 to:

Late SOQs will not be accepted.
