NOTICE
The Metropolitan Washington Airports Authority (MWAA) is conducting market research to
identify qualified firms, assess industry capabilities and capacity, evaluate marketplace
interest, and gather information that may assist in the development of a future
procurement strategy for Construction Manager at Risk (CMAR) services.
MWAA is seeking responses from firms with demonstrated experience providing CMAR
services for large-scale, complex construction programs (Airport or Public Service),
particularly those involving airport facilities, transportation infrastructure, occupied
facilities, and phased construction environments.
The information obtained through this RFI will be used solely for acquisition planning,
market research, and strategy development purposes. Responses will help MWAA assess
the availability of qualified firms, evaluate industry interest, understand current market
conditions, and prepare the forthcoming solicitation.
PROGRAM OVERVIEW
The Metropolitan Washington Airports Authority has initiated a long-term Capital
Construction Program (CCP) at Ronald Reagan Washington National Airport (DCA),
extending from 2025 through 2039. The CCP includes significant capital investments
intended to modernize airport facilities, improve passenger experience, enhance
operational e(cid:431)iciency, and accommodate future growth.
The CCP includes several major initiatives, including:
* Terminal 1 Redevelopment
o New 9-Gate Concourse

Replacement of existing Terminal 1 "Banjos" with a new, modernized
concourse designed to improve passenger flow, operational e(cid:431)iciency, and
gate capacity
Development of new interior concourse spaces.
Development of new apron areas and associated airfield civil work to support
concourse gate operations
Secured connection between Terminal 1 and Terminal 2
o Renovations and Improvements to existing Terminal 1 Facilities
Targeted renovations and reconfiguration / relocation of existing Terminal 1
Facilities, including circulation, passenger amenities, support spaces, and
building systems, to enable seamless integration with the new concourse.
Upgrades to building systems and infrastructure to ensure compatibility and
integration with new concourse systems.
Enhancements to passenger amenities and support spaces to align with the
level of service provided in the new concourse.
o Demolition of the Existing Terminal 1 "Banjos" Facilities
Removal of existing building structures, systems, and components within the
"Banjos" footprint.
Disconnection, relocation, and protection of existing utilities and
infrastructure serving adjacent facilities.
o New Arrivals and Departures Hall
Development and / or expansion of landside terminal facilities to support
e(cid:431)icient passenger processing, improve circulation, and enhance overall
passenger experience.
Development of arrivals and departures processing areas, including
functions such as ticketing, check-in, security screening, and baggage
handling.
Reconfiguration of passenger circulation, queuing, and wayfinding to improve
connectivity between curbside, processing areas, and the new concourse.
Integration with curbside, ground transportation, and supporting
infrastructure to enhance overall landside operations and passenger
experience.

o Curbside and Roadways Improvements
Improvements / New Design of Landside Roadways at Terminal 1 Curbside to
enhance tra(cid:431)ic flow, vehicular capacity, and overall passenger access and
exit to and from Terminal 1.
Reconfiguration and Expansion of curbside drop-o(cid:431) and pick-up areas.
Modifications to roadway geometry and tra(cid:431)ic patterns to improve
operational e(cid:431)iciency.
o Enabling Work
Identification, coordination, and implementation of enabling work required to
support the Terminal 1 Redevelopment Program. This includes the relocation
of displaced functions, utility relocation, and other supporting infrastructure
modifications necessary to facilitate construction activities.
* South Area Redevelopment
o Includes the construction of new Airport Authority buildings and facilities to
replace existing assets. This e(cid:431)ort supports the phased relocation and
decommissioning of current operations, enabling the orderly vacating and
demolition of existing facilities in advance of the airport roadway redevelopment
program. The scope is intended to modernize support facilities, enhance
operational e(cid:431)iciency and accommodate projected growth; while maintaining
continuity of airport operations throughout all phases of implementation. The
South Area Program is envisioned to include, but is not limited to, the following
key components:
Engineering & Maintenance Building
Snow Removal Equipment Storage Building
Warehouse and Storage Facility
Authority Administrative Building
Enabling Projects
* Related Program Requirements
Involve work whose full scope will be defined during the Program's design and
construction phases and may include activities such as enhancements to security
systems, network and communications infrastructure, special systems, utility
systems, and wayfinding. Additional elements may include enabling work,
demolition, tenant relocation, utility relocation and extensions, environmental

testing and remediation, historic preservation, and provisions for future
development. The scope also includes investigation of existing conditions, design
reviews, cost estimating, scheduling, and development of phasing strategies, and
stakeholder coordination.
Collectively, these initiatives are referred to as the Program.
The Program will be contracted, managed, and funded by MWAA as part of the overall
Capital Construction Program. The primary objectives of the Program are to enhance the
capacity, functionality, and operational e(cid:431)iciency of the existing Terminal 1 facilities while
maintaining and improving airport operations and supporting infrastructure.
MWAA anticipates utilizing a Construction Manager at Risk (CMAR) delivery approach for
portions of the Program. The selected contractor may be required to provide both
PreConstruction Services and Construction Services.
ANTICIPATED SERVICES
The anticipated scope may include, but is not limited to, the following:
Design collaboration and support Overall construction management
Constructability reviews Subcontractor procurement & management
Cost estimating and cost modeling Cost control and reporting
Value engineering Schedule management and monitoring
Schedule development and analysis Quality control and quality assurance
Construction phasing and logistics planning Safety management
Risk identification and mitigation planning Construction logistics coordination
Bid package development Maintenance of Operations (MOO)
Procurement strategy support Commissioning support
Utility coordination Project closeout and turnover services
Stakeholder engagement and coordination
The Program is expected to involve complex stakeholder coordination, construction within
an active airport environment, phased implementation, maintenance of airport operations,
utility relocations, operational constraints, and multiple concurrent construction activities.
COORDINATION REQUIREMENTS
The CMAR contractor will be expected to coordinate and collaborate with numerous
stakeholders, including:

* Architect-Engineer (A/E) firms
* Program and construction management consultants
* Airport tenants and concessionaires
* Airlines and other airport users
* Governmental and regulatory agencies
* Utility providers
* Subcontractors, suppliers, and manufacturers
The contractor will be required to utilize Authority-designated project management and
document control systems for processing, tracking, reporting, storage, and management of
project information.
The CMAR contract will be administered through MWAA's O(cid:431)ice of Engineering. MWAA will
designate a Contracting O(cid:431)icer's Technical Representative (COTR) to assist the
Contracting O(cid:431)icer in administering the contract.
NOTE: A major consideration for this requirement is the potential inclusion of a Project
Labor Agreement (PLA), and the Airports Authority is seeking to specifically evaluate
marketplace interest in light of this potential requirement.

Requirements
Describe the firm's qualifications and experience providing CMAR or similar services for
projects of similar size, scope, complexity, and operational sensitivity, including:
Airport terminal redevelopment projects Maintenance of Operations (MOO)
Transportation infrastructure projects Construction in active passenger
environments
Occupied facility renovations Utility and infrastructure relocations
Major phased construction programs Security-sensitive environments
Guaranteed Maximum Price (GMP) Airline and tenant coordination
projects
Multi-year capital improvement programs Complex construction phasing
Terminal redevelopment
3. Interest in Future CMAR Procurement
In addition to demonstrating qualifications and capabilities, respondents shall describe
their level of interest in pursuing a future CMAR solicitation for the Program.
Please address:
* The firm's level of interest in serving as the CMAR for the Program.
* Factors that would influence the firm's decision to participate in a future
solicitation.
* Whether inclusion of a Project Labor Agreement (PLA) would impact the firm's
decision to participate in a future solicitation.
* Any constraints that may a(cid:431)ect the firm's ability to pursue or perform the work,
including sta(cid:431)ing availability, resource limitations, bonding capacity, market
conditions, or competing commitments.
* Recommendations MWAA should consider to encourage industry participation and
competition.
* Comments on items that may impact proposer interest.
