Please find the the Navy's responses to questions recieved under this Solicitation for Offers:



Is a turnkey delivery preferred?



Please refer to the entire SFO for the Navy's requirements. Sections 1.1, 1.2, and 1.3 provide critical components of the Lease requirements. The Government is willing to review any offer presented.





We see reference to Tenant Improvements, however an allowance was not stipulated. For the 1364, should building improvements be identified as “Tenant Improvements”?



The Government has not specifically stipulated any Allowance for this Lease. It is up to the Offeror to structure their offer that best fits their needs and meets the Government's requirements for this SFO.



For the 1364, Proposal to Lease Space, the Offeror can structure their proposal how they best see fit and what would be the most competitive.





Is the 20 parking space requirement in addition to local code? Required to be reserved? Could these spaces be stacked in the garage?



Refer to SFO Section 1.1.C PARKING REQUIREMENT. Additional information can be found at Section 2.1.B, PART B, Technical Data.



The Government may be willing to accept parking that is located in a garage. Please explain if these spaces are presented as "shared" or "dedicated parking" for the Government within your offer.



Please refer to Attachment J - FACILITY SECURITY LEVEL III, for additional restrictions/clauses on the Government’s Parking requirement.





Knowing the use will operate 24/7, will any LAN rooms be required?



Please refer to section 6.14 TELECOMMUNICATIONS: DISTRIBUTION AND EQUIPMENT for our telecommunication room(s) requirement.



Please refer to Attachment J - FACILITY SECURITY LEVEL III, for additional restrictions/clauses on the Government’s Communication Room requirement.



Specific Temperature controls can be found in section 6.8.A BUILDING SHELL.





Knowing the Navy requires a full-service lease, will the Lessor have the opportunity to true-up its Operating Expenses following Year 1?



It is the Offeror's responsibility to provide accurate operating expenses throughout the term of the Lease.





Will additional remarks or conditions to our offer be considered by the Navy?



Yes. Please present any additional remarks or conditions within your responses to Part A/Part B (SFO Section 2.1.B). The Government may take these remarks into consideration to the Offer. Be advised that the Government cannot guarantee that it will be able to accommodate the remarks/conditions. We highly advise that the Offeror meets all the requirements that is listed throughout the SFO and its attachments. Please verify this information prior to your submittal.





Will the Navy repay unamortized tenant improvements if the lease is terminated in the initial 5-year term?



No.





Will the Navy consider “bench” cubicles, or are traditional cubicles required?



The specific type of cubicles was not listed in the SFO. It is in the Offerors best interest to select a cubicle style that they believe will best meet the Government's mission in this space. Please select any and all items to the best of your ability when preparing your offer to the Government.





Is a Mother's/Wellness room required in the shared space?



There is not a specific requirement for a wellness room, however, the Government would be accepting of such space.





Are any phone rooms or open collaboration spaces required in any of the suites? (like a shared conference room or huddle room)



In Suite 4: 1 unclass conference room, 1 class large conference room, and 4 small class conference rooms.





How many class/unclass networks per suite for separation requirements of cabling and LAN room planning. Assuming copper and not fiber distribution runs.



(2 unclass, 4 class) **Current phone lines are copper, networks are copper**; each suite requires its own Telecomm Room



Each Suite shall have its own Comms Room





What are the program requirements for the 7,500 sq. ft. admin. area?



1 unclass conference room and 8 cubical workstations (outside of conference room).



Do you want to add the shared security area within the 7,500 sq. ft.?



No, each suite will require their own security area.



Suites 2, 3, 4 and 6 need their own reception areas.





Do the reception areas require a reception desk?



Yes





Are there any specific square footages per suite or room type to be met?



Please refer to Attachment A-Room Schedule.





Are there any required suite adjacencies to be aware of?



No.





Is any secure storage required?



Please refer to the SFO and the Sensitive Compartmented Information Facilities References.





We will plan for one Mail/Copy/Work Room per suite with a shredder. Are any additional print stations desired?



Please refer to the SFO and the Sensitive Compartmented Information Facilities References for Requirements and Standards.





Should each suite contain a small pantry or coffee station (millwork, sink, fridge) in addition to the shared break room? (This is typically avoided in secure areas if possible due to restrictions)



SFO Section 6.20 references the breakroom requirement.





Is there a desired seating count for the shared break room?



No. It is up to the Offeror to structure their offer that best fits their needs and meets the Government's requirements for this SFO.





For Suite 4:



Is the 40 person conference room a training table or all chairs layout?



Large conference table (20 chairs) plus perimeter chairs.





Is furniture storage needed?



No. Please refer to the SFO for the requirements.





Is a catering pantry and/or catering layout needed for the conferencing?



No. Please refer to the SFO for the requirements.





What are the program requirements for the "Unclass Area" listed



Please refer to SFO Section 1.3 and Attachment A-Room Schedule.





Are 6x6 or 6x8 cubicles required?



It is up to the Offeror to structure their offer that best fits their needs and meets the Government's requirements for this SFO.





Is RF film on the perimeter windows adequate or should the windows be blocked with a wall?



Please refer to Sensitive Compartmented Information Facilities References and Attachment J-Security Requirements-Facility Security Level III; However, YES. RF Film is a requirement for this space.





Can the secure suites share infrastructure or do they need to be separated by program, i.e., electrical rooms, server/lan rooms

Any specialty equipment or functions that we need to be aware of?



Please review SFO and all attachments.



The Department of the Navy seeks to award a one-year Lease, with four (4) one-year renewal options within twenty (20) miles of Naval Facility Engineering Systems Command (NAVFACSYSCOM Washington) Headquarters located on the Washington Navy Yard, Washington D.C. The space requirement is for approximately 30,000 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) square feet of Class A administrative office space.
