DISTRICT 5-0 - LOOP DETECTOR SENSORS

STATEMENT OF WORK

I. DESCRIPTION:

This Invitation for Bid (IFB) will cover the requirements to procure a Contractor to furnish and install loop detector sensors for the Pennsylvania Department of Transportation (PennDOT) Engineering District 05. Counties included are as follows:

1. Berks

2. Carbon

3. Lehigh

4. Monroe

5. Northampton

6. Schuylkill

The award will be offered to one vendor.

This initial service period will be from issuance of contract for 1 Year; with two (2) – two (2) year renewals, with a 3% increase for each line item. The Department reserves the right, upon notice to the contractor, to extend the term of the contractor for up to three (3) months upon the same terms and conditions. This will be utilized to prevent a lapse in service coverage and only for the time necessary, up to three-months, to enter a new contract.

Contracted vendor be given a purchase order pulled from the contract issued for any services required by the District.

All bids will only be accepted electronically (via the portal) by the close date, February 10, 2026 at 10:00 AM.

The Supplier will be required to provide the necessary personnel, accordance with the most current Pennsylvania Department of Transportation Specifications, Publication (Pub.) 408 Section 956.1, 1-17-956.1 DESCRIPTION—This work is the furnishing and installation of devices to sense the presence or passage of vehicles or pedestrians.

In addition, the Supplier will be required to provide the necessary personnel, accordance with the most current Pennsylvania Department of Transportation Specifications, Publication (Pub.) 408; and Work Zone Traffic Control Guidelines, Pub. 213; Official Traffic Control Devices, Pub. 212; National Manual on Uniform Traffic Devices (MUTCD); and Pub 234 Flaggers’ Handbook,

as directed to control traffic through work zones and to provide safety for the work forces. All Flaggers must be trained and certified as required in Publication 408 Section 901.3 y.

II. ITEM OF WORK (BID ITEM):

1. Furnish & Install Site Traffic Loop Sensors (each)

3. Maintenance & Protection of Traffic (per hour)

4. Night-time work (per hour)

5. Day time work (per hour)

III. TERMS OF AGREEMENT:

1. The work is to be performed at the following intersections stated on the purchase order created against the contract provided to the contracted vendor for the county.

2. The Department will give a minimum of 48-hour notice (verbal) of the location, time, and type of service requested. The Contractor must provide a minimum of 2 contacts (a primary and a back-up) with telephone numbers and email addresses for scheduling work.

3. Notify the manager or designate if any detected malfunctions.

4. Ensure detector lead-in is connected and the appropriate terminal and loop amplifier is tuned on and functioning.

5. Ensure the signal controller is receiving input from the loop detector amplifier and is providing operation in accordance with the traffic signal permit.

IV. SCOPE OF WORK:

1. The intent of this Contract is to provide the furnish and installation loop detector sensors stated site locations within District 5-0.

2. Perform traffic protection for the duration of the activity.

3. The County Manager or his assigned representative will initiate a call by telephone stating the Item or Items of Work required, time, and location of work and assembly area. Services must be provided within 48 hours if requested at the site designated.

4. The Contractor must have sufficient personnel and equipment to provide traffic protection for a minimum of two separate work areas at the same time, if applicable to the furnishing and installation site.

5. The Department reserves the right to inspect the Contractor’s operation for the purpose of determining compliance with these specifications and maintaining records, including the time records for service charges.

V. INSURANCE:

See Attachment “TERMS AND CONDITIONS.”

Provide evidence of such coverage in the form of a Certificate of Insurance (see attached form, “Certificate of Insurance”).

VI. METHOD OF PAYMENT:

The Department will pay the Contracted vendor per agreed contract price per contracted line item for each item of work as follows:

1. Transmit, for each service call, an invoice detailing the items of work, unit cost, hours per item, charge per item (not per man-hour), and total charge. Indicate the location of work, dates and times worked, and the name of the official authorizing the work.

2. If additional items are requested, indicate as described in Section VI.1 on the invoice.

3. There is no provision for advanced payment.

4. Service charges:

a. Only that time spent at the authorized site in performing service.

d. Night-time hours - 9:00 P.M. and 5:00 A.M. Monday through Friday, although worknights may vary depending on the operation.

e. Payment is made based on contracted line item stated.

VII. WORKER PROTECTION AND INVESTMENT:

See Attachment “B.”
