Consulting Engineering Services
Huntsville Utilities (HU), is accepting Statements of Qualifications (SOQ) from Engineering Companies
(Engineer) interested in providing professional engineering services associated with updating a 20-year
Masterplan (including updating the existing water system network model) for HU’s water system. The
Engineer selected by HU will be offered the opportunity to enter into a Consulting Engineering Services
Agreement with HU, if an agreement is not already executed. A copy of the Agreement is included in
Appendix A of this RFQ and no modifications to the terms contained within the Agreement will be
considered.
SOQ Submittal
SOQs must be received at the Huntsville Utilities Main Office at 112 Spragins Street, NW, Huntsville,
Alabama, by (3:00 p.m. CST) on September 11, 2026, to be considered. Any response received after that
time and date will be returned unopened. Responses should be mailed or hand-delivered to John Lones,
Contract Administrator. All responses shall be submitted in a sealed envelope plainly marked “20 Year
Master Plan, Water – SOQ.” Three copies (two bound copies and one .pdf copy via email) of the SOQ
shall be submitted. The email copy should have the subject line 20 Year master Plan, Water – SOQ and
should be sent to John.Lones@hsvutil.org.
All questions regarding the SOQ must be submitted to John Lones via email at John.Lones@hsvutil.org
prior to 3:00 p.m. CST, August 26, 2026. All questions must be via email; phone calls will not be utilized
for tracking purposes. Questions after this date will not be answered.
Professional Services Statement of Qualifications (SOQ)
Huntsville Utilities seeks professional engineering services for the development of a Masterplan for the
next 20 years of HU’s water distribution system to include updating the water system model originally
developed in 2022/2023. The Engineer will be expected to deliver a Masterplan report that includes
population growth projections, water demand volumes, and transmission and distribution system
improvements to supply the increased growth. The proposed system improvements will be delivered as part
of the Masterplan report as 5-year Capital Improvement Plans for the next 20 years. In addition, the
Engineer will update and deliver a new single calibrated network model of HU’s water system based on

current peak day demand as well as a network model for required system Improvements. Huntsville
Utilities uses WaterGems™ modeling software (Version 10.3.5.5).
The HU water distribution system currently serves over 100,000 customers utilizing 1,460 miles of main
(1” through 48”) consisting of 4 treatment plants, 41 pump stations, 36 pressure zones, and 34 storage tanks.
HU maintains an electronic GIS map of the water system which will be provided to the Engineer to aid in
developing the model. HU’s consumption data is maintained in NISC; this data will also be provided.
Consumption data is read monthly as HU currently does not have AMI capabilities.
Statement of Qualifications (SOQ) Format
SOQs must be submitted in the format identified below. Non-compliance with the format requirements may
result in the SOQ being rejected. Each section of the SOQ must be preceded with a divider page containing
a labeled tab. Do not exceed the number of pages identified below for each section. All pages shall be no
larger than 8.5” x 11”, single space line spacing, and have no text, except page numbers within 1 inch of
the edge of the page. Additionally, all text shall be in Times New Roman with a minimum font size of 11.
Qualified companies interested in submitting a SOQ must submit the information identified below in a
mechanically or glue bound document. Stapled documents will not be accepted.
I. Transmittal Letter (max. 1 page)
The first page of the document shall be a letter from the company transmitting the Statement of
Qualifications (SOQ) to HU. The letter must certify that the information provided in the SOQ is accurate
and is signed by an appropriate officer of the company.
Include in the letter the name and contact information of the person to whom questions about the SOQ
should be addressed.
II. Table of Contents (max. 1 page, precede with labeled tab divider page)
Include a table of contents after the transmittal letter.
III. General Information about the Company (max. 2 pages, precede with labeled tab divider page)
Provide general information about the company’s size, office locations, expertise, water utility clients, years
in business, and any other general credentials that characterize the capabilities of the company.
Include a valid copy of the company’s Certificate of Authorization to provide professional engineering
services within the state of Alabama. Certificate page will not count towards page count for section.
Include a project organizational chart and indicate which company office that they are located.

IV. Water System Master Planning Experience (max. 10 pages, precede with labeled tab divider page)
Provide information pertaining to previous water master planning experience. Please include all pertinent
information regarding previous master planning experience that, at a minimum, includes the following:
Client, location, client contact information, description of system (pipe length, range of pipe sizes and
materials, regulator stations, operating pressures, pressure zones, customers, etc.), population growth
projection studies, project manager, project engineer, and anything specific to the master planning project
that would be of interest. Also include information on your experience with system planning and how you
may have used scenarios in that process.
Insert a resume, two page maximum each, at the end of the section for the project manager and project
engineer. Resume pages will not count towards page count for section.
V. Water System Modeling Experience (max. 10 pages, precede with labeled tab divider page)
Provide information pertaining to previous water modeling experience. Please include all pertinent
information regarding previous modeling experience that, at a minimum, includes the following: Client,
location, client contact information, description of system (pipe length, range of pipe sizes and materials,
regulator stations, operating pressures, pressure zones, customers, etc.), software used including hydraulic
modeling software, GIS data conversion software, calibration methodology, project manager, project
engineer/modeler, and anything specific to the modeling project that would be of interest. Also include
information on your experience with system planning and how you may have used scenarios in that process.
Insert a resume, two page maximum each, at the end of the section for the project manager and project
modeler. Resume pages will not count towards page count for section.
VI. Proximity to HU (max. 1 page, precede with labeled tab divider)
Identify the address of the company office that the project manager and project engineer/modeler is located.
State when the office was opened. Estimate the distance from 112 Spragins Street NW, Huntsville, AL
35801 to the company office of the project manager and project engineer/modeler. Also, include the address
for any other office listed in the organizational chart.
VII. QA/QC (max. 2 page, precede with labeled tab divider)
Provide information pertaining to the companies QA/QC program. Include specifics on how the program
will be utilized to ensure that the model delivered will be of the highest quality.
Insert a resume, two page maximum, at the end of the section for the QA/QC manager. Resume pages will
not count towards page count for section.
VIII. Other (max. 2 page, precede with labeled tab divider)
Identify any characteristic of the company not listed elsewhere in the SOQ that would provide value to
modeling project if the company is selected.

Company Selection Process
Scoring
Submittals should be prepared in order to obtain the maximum number of points available for sections A
through D as identified below.
A. Water System Master Planning Experience (0 – 40 points)
The Water System Master Planning Experience score is an overall score of the company’s capabilities
to perform water system master planning. The score is the opinion of HU staff performing the scoring
based on personal experience with the company, information submitted in the SOQ, the company’s
reputation for such capabilities, the credentials of the individuals named that will perform the work
and any other factors the engineer deems prudent to consider in the grading.
B. Water System Modeling Experience (0 – 40 points)
The Previous Modeling Experience score is an overall score of the company’s capabilities to perform
water modeling. The score is the opinion of HU staff performing the scoring based on personal
experience with the company, information submitted in the SOQ, the company’s reputation for such
capabilities, the credentials of the individuals named that will perform the work and any other factors
the engineer deems prudent to consider in the grading.
C. Proximity to HU Score (0 – 10 points)
The Proximity to HU Score is determined by the location of the project manager’s and project
engineer/modeler’s company office. HU prefers the use of companies with offices in Madison County
or adjoining Counties when such companies have the expertise and experience HU seeks for individual
projects.
D. QA/QC Score (0 – 10 points)
The QA/QC Score reflects the applicability of the QA/QC program to the type of deliverable associated
with a Master Plan report and a Network model.
Ranking and Selection
Selected members of HU’s staff will independently score each submittal and determine a total score. The
total score for each submittal will be comprised of the sum of the points identified in A through D above.

The total scores for each submittal will then be averaged and a consensus reached to rank the submittals.
If any Engineer indicates that they are not willing to perform the services in accordance with the Agreement
then HU will consider the submittal to be non-responsive and the submittal will receive a total score of
zero.
It is HU’s intent to negotiate a scope with the company which has the highest ranked submittal and has
indicated that they will perform the services in accordance with the Agreement. However, HU reserves the
right to request oral interviews with the highest ranked submitters and re-rank the submittals based on the
oral interviews. Should HU be unable to successfully negotiate a contract with the company that has the
highest ranked submittal then HU will then contact the company with the next highest ranked submittal and
begin negotiations with them.
