Notice of Intent to Sole Source the Renewal of NETL Subscription Services to SNL Energy (Capital IQ Pro) platform with Power Forecasting Add-on.

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to S&P Global Market Intelligence LLC to renew subscription services to SNL Energy (Capital IQ Pro) platform with Power Forecasting Add-on for a base period of one-year plus up to four one-year option periods.

SNL Energy (Capital IQ Pro) platform is a product of S&P Global Market Intelligence LLC and is proprietary in nature. They are the sole source provider of this subscription service, and no exact-match resellers are available for the continuation of NETL’s subscription services. The subscription provides daily electronic newsletters, real-time news/alerts, news archive, company profiles, documents, events calendar, industry/market data, research reports, standardized and as-reported sector-specific financials, transcripts, presentations, mergers and acquisitions, capital offerings, institutional ownership, peer comparison, credit ratings, analyst estimates, asset-level and regulatory data, Excel integration tools, and mapping/demographics for U.S./Canadian energy and financial companies. The subscription provides access to the same research that industry uses to develop long-term investment strategy, respond to regulatory and legislative proposals, and assess technology trends. Inclusion of the Power Forecasting Tool provides additional access to forward looking financial and operational projections of utilities, utility assets, and technology deployments that are not currently obtainable via modeling tools currently in use by NETL. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy NETL's requirement.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement by 3:30 PM ET on Tuesday, April 08, 2025. Responses must be submitted in writing to the Contract Specialist, Cynthia V. Madison, via email at Cynthia.Madison@netl.doe.gov, no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
