Overview
Background
Ohio’s Plan to Raise Literacy Achievement describes the Ohio Department of Education and
Workforce’s (“DEW”) adopted integrated multi-tiered system of supports (I-MTSS) as offering
‘a three-tiered ‘needs-based model for differentiation’ to purposefully address the needs of all
learners, including struggling readers and those with advanced skills (Seedorf, 2014, p. 250).
This system includes a continuum of evidence-based, systemwide practices to address
academic and non-academic needs. It also calls for frequent data-based monitoring to inform
instructional decision-making through team-based problem solving to empower each learner
to achieve high standards”.
This initiative seeks to identify an experienced Offeror to support DEW Comprehensive
Literacy State Development (CLSD) Subgrantees and stakeholders to inform and improve
literacy instruction within the DEW adopted I-MTSS framework for students with language
acquisition needs. State data indicates that the population of students who require support in
English language acquisition is increasing significantly, from 59,525 in 2020-2021 to 85,334 in
2024-2025. As the number of students continues to rise, many schools and districts require
additional reinforcement to appropriately serve these learners. This initiative will assist
schools in identifying the instructional needs of their students with English language
acquisition needs and to develop a plan to address those needs as part of Ohio’s I-MTSS
framework.
Professional learning that will result from this work aims to further support the
implementation of Ohio's Plan to Raise Literacy Achievement.
JUSTIFICATION
The CLSD grant provides funding to state education agencies to support providing technical
assistance, or engaging qualified providers to provide technical assistance, to eligible entities
to enable the eligible entities to design and implement literacy programs, and to make
publicly available information on promising instructional practices to improve child literacy
achievement.
Ohio’s approved CLSD grant application described plans to provide a professional learning
and technical assistance network to strengthen the knowledge and skills of schools and
educators serving students demonstrating the need for language acquisition supports as part
of the DEW adopted I-MTSS. A disproportionate number of students with language acquisition
needs attend high-needs schools in Ohio where they require additional support to develop
acquire the oral language skills essential for proficient reading and writing. Students from
high-needs backgrounds are more likely to face reading challenges and less likely to receive
the comprehensive support necessary to overcome them.

OBJECTIVE
Provide high-quality professional learning and technical assistance to increase the skills and
capacity of educators to develop a strong continuum of supports such as the ability to:
identify the specific needs of students with language acquisition needs, identify effective
programs and instructional strategies to meet needs through universal supports,
differentiation, and intervention, and to monitor progress. This training and technical
assistance will support educators in planning to improve literacy instruction and increase
students’ literacy learning.
Prospective Offerors shall provide details within its proposal on how it will ensure the
following will be completed at a minimum:
1. Needs Assessment which will be informed by two virtually hosted listening sessions
2. Develop a series of live, virtual professional learning
3. Facilitate community of practice sessions
4. Furnish individual technical assistance
5. Meet with DEW personnel.
Developed professional learning will emphasize needs assessment; processes for universal,
differentiation, and intervention supports; and effective instructional strategies and resources
for English language acquisition and further literacy development, along with the role that
students’ dialect, family, and community play in literacy assessment and instruction. All
training must be aligned to Ohio’s Plan to Raise Literacy Achievement and the science of
reading.

Special Provisions
Subcontractors. If an Offeror chooses to incorporate subcontracting to supplement completion of the
scope of work, an agreement between the offeror and subcontractor must be included in the Offeror’s
submission or prior to contract award.
Accessibility Requirements. Any content (e.g., PowerPoint slide decks, training modules, guidance
documents, etc.) developed (or existing content updated) by the selected Offeror pertaining to the
scope of work must be done so to ensure compliance with Section 508 of the Rehabilitation Act, 29
USC 794(d).
Travel. Any items within the scope of work that may require travel must have this expense
incorporated into the associated deliverable and will not be reimbursed.
Agency Special Conditions. The Department reserves the right to add additional terms to the
contract after award, if the Department determines doing so is for the purpose of meeting obligations
under state or federal law.

Preferences.
The Department will apply all preferences pursuant to A.C. § 123:5-1-06. Preferences will only be
applied if there is at least one Offeror that does not qualify for that particular preference.
