The City of Bethel (City) is soliciting Requests for Qualifications (RFQ) from Construction Manager/ General Contractor (CM/GC) organizations (Proposers) for the construction of the following Project, and for related pre-construction and procurement CM/GC services:

Water Plant and Facility Controls and Automation (Project).

The Project will use the CM/GC project delivery method. The selected Proposer will serve in a CM/GC role acting as a partner to the City and their project team. The goals of the partnership are to create a collaborative City-CM/GC relationship, identify and mitigate risks, enhance constructability and cost estimating, and develop a project that meets budget goals.

This is a fast-track project that will require the CM/GC to provide design phase input for the following project elements and considerations:

• Constructability

• Pricing and material selection

• Design details that will affect means and methods

• Cost estimation

• Long-lead material procurements

This document sets forth information regarding the CM/GC selection process for the project. The intent is to select a CM/GC offering the best combination of attributes to assist with project construction.

Project Title: Bethel Water Plant and Facility Controls and Automation CM/GC Services

Description: The City of Bethel is issuing a request for Statements of Qualifications from Construction
Manager/ General Contractor (CM/GC) organizations for Controls and Automation Work at the water
plants, lift stations, and other City of Bethel facilities. The project is anticipated to include:
Replace Motor Control Centers (MCCs), all motor starters, power, and control circuits
Replace select motorized valves and actuators including power and signal circuits
Replace existing process and distribution control panels with new PLC-based panels
Replace or repair existing sub-process monitoring and control panels
Install new PLC panel with all required I/O, HMI screen, data logging, etc.
Replace damaged or non-functioning process and distribution instruments, sensors, switches, or
transmitters, etc. related to the existing and new water process/distribution and building system I/O
Replace chemical dosing feed pumps and configure automatic flow pacing or dose control
Replace wiring for low voltage communications between all instruments, valves, motors, etc. and the
new PLC-based control panel
Provide software and programming for new PLC control panels
Provide upgrade to the existing SCADA supervisory station
Install new SCADA panel
Connect BHWTP backwash pipe to new force main discharging to Main Lift Station
Identify obsolete equipment and recommend replacements
Implement cybersecurity enhancements and ensure compliance
Provide operator training
Develop complete SCADA and control panel shop drawings and wiring diagrams, updated process and
distribution narratives, as-built drawings of installations, instrument indexes, and O&M manuals
Integrate lift station controls to SCADA for remote monitoring of pump run times, level-based pump
operation and alarms, pump alternation logic, and flow data
For selected remote sites and lift stations, provide radio connectivity hardware (e.g. RF ethernet radio
antennas, POE switches) and integration of the SCADA Supervisory Station
Replace select chemical mixing tanks
On-call mechanical and electrical component installation at Engineer’s Direction

1.01 General Notice
The City of Bethel (City) is soliciting Requests for Qualifications (RFQ) from Construction
Manager/ General Contractor (CM/GC) organizations (Proposers) for the construction of the
following Project, and for related pre-construction and procurement CM/GC services:
Water Plant and Facility Controls and Automation (Project)
The Project will use the CM/GC project delivery method. The selected Proposer will serve in a

1.02 Submittals
The City will accept printed or electronic Statements of Qualifications (SOQ) demonstrating the
Proposer’s qualifications and ability to provide CM/GC services and construct the Project until
the date and time shown on the front cover of this RFQ. After that time, the City will no longer
accept SOQs. Each Proposer must submit one (1) SOQ by email, U.S. Postal Service, or private
carrier.
SOQs may be submitted by email. SOQs submitted by email must be in Adobe PDF format and
sent by email to the Purchasing Agent at purchasingagent@cityofbethel.net. The subject line of
the email must read: “CM/GC Services for the Water Plant and Facility Controls and Automation.”
The City is not responsible for incomplete transmissions or unsuccessful delivery by electronic
means. The City will send an acknowledgment receipt of the SOQ. Submittals should be limited
to 25 mb per email.
SOQs submitted in hard copy form must be in a sealed envelope marked: “SOQ for CM/GC
Services for the Water Plant and Facility Controls and Automation” and then list Proposer’s name,
address and phone number.
